Director of Evaluation and Learning for Rebuild, City of Philadelphia

Rebuild is an initiative of the Managing Director’s Office to improve physical conditions in selected parks, recreation centers and libraries. Rebuild is expected to invest hundreds of millions of dollars over the course of the initiative and a new office was created to carry out Rebuilds work. In addition to revitalizing neighborhood public spaces, Rebuild is focused on using the projects it funds to empower and engage with community members and to promote economic opportunity for diverse businesses and individuals. Rebuild projects are carried out by a variety of partners, including consultants, nonprofit partners, and other City agencies. Rebuild works closely with the Philadelphia Parks and Recreation (PPR), the Free Library of Philadelphia (FLP) and other City departments.
To meet its goals, Rebuild is piloting different ways to deliver capital projects to neighborhoods with the most need, engaging with community members, and investing in supports to create economic opportunity for diverse businesses and Philadelphians. These new approaches are creating learning opportunities so that lessons and best practices can be applied to larger public and private capital projects.

Job Description
The Director of Evaluation and Learning will be responsible for working with consultants, partner agencies and organizations, funders, and Rebuild staff to lead Rebuilds efforts to identify, collect, manage, use, and report data to:
- Monitor implementation and track progress toward goals
- Identify where course corrections may be needed and what options may be available
- Inform operational and strategic decision making
- Work with consultants and external evaluators to identify best practices and lessons learned
- Work with consultants and external evaluators to document lessons learned, including successes and challenges
- Communicate progress to the team, public and key stakeholders, including funders
The Director Of Evaluation And Learning Will Be Expected To Use All Existing Tools To Manage And Lead Rebuilds Evaluation And Data Analysis Efforts Including
- Rebuilds theory of change and logic model
- Neighborhood data (e.g., demographics, crime, etc.) that has informed which neighborhoods and facilities were prioritized for Rebuild investment
- Project data to track the status of each project Rebuild is funding
- Financial data to track Rebuilds progress towards effective management of the Rebuild budget
- Contract and payment data to track the percentage of Rebuilds investment that goes to minority- and woman-owned businesses
- Workforce data to track the gender and ethnicity demographics of individuals working on Rebuild construction projects
- Other key performance indicators to help monitor, assess and evaluate the outcomes of Rebuilds community engagement, workforce development, capital improvement, and small business capacity building efforts
- When necessary data sets or tools (e.g., dashboards, data collection tools and protocols, etc.) do not exist, the Director of Evaluation and Learning will work with the aforementioned partners to collect or create them.
This position is entirely grant-funded and exempt from City Civil Service requirements.
