Director of Education and Community Resources

SUMMARY
The Director of Education and Community Resources coordinates, performs and directs a wide range of difficult and complex administrative and managerial activities relating to contracts with Department of Human Services (DHS), The Philadelphia School District (PSD), The Philadelphia Health Management Corporation (PHMC), the Mayor’s Office and other collaborative partners and initiatives. She/he will oversee all operations and personnel in connection with meeting the regulatory standards, financial and case management matters relevant to all contracts within the division, and standards and laws of the State Department of Welfare (DPW) mandates, Federal education guidelines for early childhood education and head start, truancy, out of school time programs, day care regulatory standards. The Director will also train and supervise department managers and or supervisors, develop and initiate systems, policies and procedures for transacting education and community programs and resources. The employee in this position performs administrative and supervisory functions that require excellent communication skills. She/he must have the ability to identify new grant opportunities, develop and monitor program budgets, and create strategic partnerships with local, regional and national organizations and Women’s Christian Alliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Responsible for existing and newly developed programs
· Supervise the Managers of the Truancy, Resource Specialist. Learning and Development Center and the Coordinator of the “Out of School Time Program
· Development of the departmental and programmatic budgets
· Identify ways to raise unrestricted funds for the department and the organization
· Attend leadership team meetings at Women’s Christian Alliance

Prepare whitepaper reports, as needed, to enhance the funding and program development of education services and community resources

· Attend bi-monthly Women’s Christian Alliance Board of Directors meetings as necessary
· Maintain the timeliness and accuracy of the invoices required by the department invoices for the department to funding agency
· Identify staff training needs and make recommendations to Human Resource Department for the development of staff
· Develop and maintains a Community Advisory Board; Schedule and facilitate monthly meetings and incorporate information as approved into the strategic process of the division.
· Schedule bi-weekly supervision meetings with supervisory staff
· Identify trends and problems, both external and internal that may impact service delivery
· Responsible for CQI monthly internal audit review process as requested
· Develop and implement goals, projects, policies, procedures, methods and controls for the Youth and Community Services Division
· Identify and resolve operational problems.
· Coordinate department activities with interrelated activities of other departments for optimum efficiency and service
· Attend monthly funder’s meetings
· Other duties as assigned

· Knowledge of community resources

EDUCATION and/or EXPERIENCE

· Master’s degree in Education, Social Work or other related field
· Minimum of five years’ experience as a director or in upper management and/or seven years of supervision of staff and two years of successfully proven management experience.
