CYD DATA AND OUTCOMES MANAGER

The United Way of Southeastern Pennsylvania’s mission is to harness, leverage and strategically invest the collective power of donors, advocates and volunteers, to drive measurable results that improve the lives of people in our region.  We have an excellent opportunity for a seasoned professional to join the Center of Youth Development as CYD Data and Outcomes Manager in our Community Impact Department.  The ideal candidate oversees United Way of Southeastern Pennsylvania’s funding, community leadership, and quality improvement services designed to strengthen networks of programs and supports for older youth.

The CYD Data and Outcomes Manager will be responsible for:  managing the collection, analysis and reporting of CYD data related to agency funding and youth program quality improvement services; providing technical expertise related to outcomes measurement in order to increase impact and efficiency of CYD’s efforts to help public and private providers improve the quality of their youth programs.

Qualifications include a Bachelor’s Degree in related field; Master’s Degree preferred.  Prior experience developing and administering databases, including building reports and adapting database as needed.  Workshop design or curriculum development experience, group facilitation knowledge and prior experience working with older youth preferred.

Essential Functions:

Data, Outcomes and Performance Management

•    Administer the Efforts to Outcomes (ETO) database, and develop appropriate processes and procedures to support its efficient use in the unit.
•    Establish strategic plans of database management, and analysis to ensure quality management of data.
•    Development of project goals, measures of success and support of corrective action implementation.
•    Ensure accurate and timely data tracking to measure participation and impact of CYD’s funding, assessment, training and technical assistance efforts.
•    Develop processes, materials and techniques to support outcomes measurement for and as part of CYD’s funding and quality improvement work (program quality, youth-related, and systems-related measures).
•    Oversee the work of the Data and Outcomes Coordinator and ensure accurate and timely data entry and completion of data and outcome reports as required by United Way and respective funders.
•    Provide direct support to Data and Outcomes Coordinator to ensure the aggregation, analysis and presentation of quality data.
•    Report the performance of the quality management system to the Senior Manager, Quality Assurance by producing reports on performance measured against set indicators.
•    Work closely with the Quality Improvement Manager to ensure adequate coordination, planning, recruitment, communication, and contracting of “coaches” working with programs as part of the outcomes-driven quality improvement system, including the Survey of Afterschool Youth Outcomes (SAYO) in partnership with the National Institute for Out of School Time (NIOST).
•    Convene and coordinate Youth Outcomes Workgroup.
•    Provide technical expertise to support CYD staff and consultants working with youth programs to develop and administer tools and analyze youth outcomes data.
•    Research and develop training curriculum and resource materials related to outcomes and performance management in youth services.

Strategic Investments and Leadership to Advance UWSEPA’s “Graduation for All” Agenda

•    Participate in strategic partnerships, work groups, roundtables, and other committees related to performance management and supports to promote youth gradating from high school equipped with skills and knowledge for post secondary education and career success.
•    Contribute to the development of new initiatives, projects and targeted investments related to data and outcomes.
•    Develop and manage contractual agreements with subcontractors or consultants related to data and outcomes.
•    Contribute to the writing of Requests for Proposals as needed; analyze funding requests and develop funding recommendations.  Maintain relationships and communication with assigned funded or partner agencies.
•    Generally support the work of the Center for Youth Development, the Children and Youth Division, the Community Impact Department, and the organization as a whole.
•    Other duties as assigned.

The successful candidate will have knowledge of database and data management software, especially Social Solutions Effort to Outcomes (ETO) data system; he/she has excellent communication skills (verbal and written), exceptional project management skills and the ability to multi-task and work on multiple projects at one time.  The ideal candidate has strong strategic planning and organizational skills, knowledge of outcomes measurement and youth program best practices.   This position requires knowledge of Microsoft Office Applications and desktop publishing software.
