CEO is currently seeking an innovative leader with extensive performance management experience to lead its operation and growth in Philadelphia. The Director is responsible for the monitoring and oversight of the CEO model in Philadelphia. Responsibilities include: hiring and developing a high-performing team, managing all administrative functions, as well as developing and ensuring achievement of program performance and contractual goals, securing transitional work partners, and generating additional revenue and funding commitments. The County Director is also responsible for the development and cultivation of external relationships to help integrate CEO into the community as well as expand business opportunities for the operation.

Responsibilities will include but are not limited to:

Operations and Performance

  • Oversees and is accountable for all program, financial and operational elements of CEO’s work in Philadelphia.
  • Leads team to achieve all program outcomes, including life skills graduation, enrollment in transitional employment, job development/placement services and retention. Ensure accountability among staff to achieve performance goals.
  • Oversees the development and management of the budget for the Philadelphia office that meet organizational needs through fundraising and prudent expense management to assure, as minimum the office budget is breakeven.
  • Directs all administrative functions of the Philadelphia office.
  • Coaches and develops staff to build their knowledge, improve their skills, and ensure performance targets are being achieved. Leads or facilitates additional training and development as needed.
  • Tracks and reports on program outcomes, including enrollment, life skills graduation, enrollment in transitional employment, connections to job development services and placements and retention.
  • Assures regular performance evaluations for all staff and regular communication with them about their satisfaction with and experience at CEO.

Strategy and Growth

  • Ensures the growth of the Philadelphia program by increasing the number of paying transitional work/social enterprise crews and customers
  • Leads the execution of CEO’s fund development strategy in Philadelphia which includes philanthropic, government, and private funding prospects. Establishes funding targets to achieve.
  • Assists in securing new sources of revenue and establishing new and maintaining existing relationships with local and statewide funders, government partners, and social enterprise customers.
  • Responsible for keeping CEO engaged in developments of criminal justice policy on the city and state level.

Stakeholder engagement

  • Helps develop, and acts as chief liaison to a Philadelphia advisory board that will provide support and guidance to CEO locally.
  • Leads CEO presence in the workforce development and criminal justice spaces within Philadelphia
  • Cultivates and maintains relationships with the supervisors and, to an extent, line officers of the local parole bureaus and Community Corrections Centers.
  • Cultivates and maintains relationships with the directors of facility operations at transitional work sites that may include government office buildings, open and park spaces, community stabilization projects, and other public agencies that could benefit from and purchase CEO’s work crew services.
  • Maintains partnerships and referral relationships with local organizations that provide complementary services for formerly incarcerated people, such as housing, substance abuse, etc.
  • Leads CEO’s relationships with key stakeholders within the City of Philadelphia

Requirements:

  • Experience with nonprofit performance management and meeting/exceeding performance ­based goals.
  • Extensive knowledge of the Pennsylvania or Philadelphia criminal justice or workforce development systems.
  • Ability to quickly and effectively build relationships with, motivate, and engage a diverse group of stakeholders.
  • Experience with developing and executing fundraising or government-focused business development strategies.
  • Experience and comfort balancing the need to develop a local, independent leadership profile, while also ensuring CEO’s central management team is involved in decision-making as appropriate.
  • Experience in a growing organization, balancing the need to build systems and set strategy while maintaining flexibility and existing priorities.
  • Strong organization skills, with the ability to lead and support multiple priorities with attention to detail and accountability.
  • Creative problem­ solver with the ability to develop solutions to problems as they arise, and the judgment to know when to enlist the help of colleagues.
  • Experience managing diverse teams as well as mentoring and training junior staff members
  • Exceptional interpersonal skills and a desire to join and work closely with a strong, high ­achieving senior leadership team.
  • Highest level of personal integrity and commitment to excellence
  • Comfort with technology: Advanced Microsoft Excel and Powerpoint skills
  • Commitment to CEO’s mission and interest in working in a fast ­growing, results ­oriented nonprofit environment.

Qualifications and Experience

  • 5+ years of progressively responsible leadership at a nonprofit organization; experience managing programs focused on workforce development or criminal justice a strong preference.
  • A minimum of a bachelor’s (BA, BS) degree is required.
  • Experience with performance management and meeting/exceeding performance based goals.
  • Strong organization skills, attention to detail and accountability.
  • Experience managing diverse teams as well as mentoring and training junior staff members.
  • Ability to quickly and effectively build relationships with, motivate, and engage a diverse group of stakeholders.
  • Experience with developing and executing fundraising strategies.
  • Comfort with technology; including CRM systems.
  • Commitment to CEO’s mission and interest in working in a fast growing, results oriented nonprofit environment.
