POSITION:            Community Liaison, ResCare Workforce Services, Inc.

REPORTS TO:            Program Manager

Serve as the Point of Contact for WIA (Workforce Investment Act) Youth Providers in connecting them to resources and community opportunities to improve their program. Position also includes an element of case management, assisting the Youth Workforce Coordinator in credentialing for students, resume writing, and career workshop. Seek out internship opportunities for youth, on-the-job training (OJT) opportunities and build relationships for Summer Employment Program. Position may include light administrative component including reporting into state database, maintaining youth files, and assisting to determine eligibility for programs. Work in a small team environment with the Montgomery County Workforce Investment Board (WIB) Youth Administrator.

RESPONSIBILITIES:

–    Assist Montgomery County Youth Empowerment Program (YEP) and Next Step Program in meeting recruitment and enrollment goals for contracted providers and special events.

–    Strengthen partnerships with community college and assist in administration of programs contracted through the college. Build relationships with additional higher education institutions, connecting students to scholarships and other resources to aid them in moving to post-secondary education.

–    Offer credentialing workshops for Youth in conjunction with Youth Workforce Coordinator.

–    Create business connections that lead to job shadowing, job tours, and employer panel opportunities for Youth in the program. Use these connections to lead to job opportunities for the youth through internship, employment, and summer employment. Work collaboratively with employers in the summer youth program to ensure student success.

–    Work to develop relationships with school districts of Montgomery County and the Montgomery County IU (Intermediate Unit) with goal of assisting service Providers to have closer relationships with schools and guidance department. Work collaboratively with employers in the summer youth program to ensure student success.

–    Follow-up with enrolled Youth to ensure they are connected to services that allow for continued program participation; follow-up with business and community contacts to ensure they receive support necessary to maintain strong partnership with Youth Administrator.

–    Works with Quality Analyst on implementation of Provider Academy, file review, and assisting contracted agencies to meet all compliance requirements.

–    Other duties as assigned.
RELATED SKILLS/KNOWLEDGE/ABILITIES:
–    Required proficiency in Microsoft Office, with design software experience a plus.
–    Knowledge of resources and contacts within Montgomery County a plus.
–    Ability to relate well with individuals 14 to 21.
–    Demonstrated ability to “pitch” and “sell” a program to possible worksites
–    Extensive standing, sitting, computer, phone, and deskwork required; work primarily in a defined office environment with specified hours, although flexible hours may be required.
–    Applicant should have the ability to work in dynamic environment and adjust priorities and responsibilities on a regular basis along while maintaining strong follow-through.

QUALIFICATIONS:
Bachelor’s degree in related field or an equivalent combination of acceptable related experience and or training may be substituted.  Must have valid PA drivers license and ability to travel throughout county with personal vehicle (mileage reimbursement is provided). Must be able to pass criminal background check and initial drug test.

SALARY AND BENEFITS
The salary range for this position is $38,000 – $42,000. Benefits include health care and dental coverage.
