The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia is seeking a Community Engagement & Outreach Manager.

Job Summary

Provides analysis, advice, and assistance to key stakeholders including bankers, government officials, and community leaders by promoting community development in low- and moderate-income communities and fair and impartial access to credit in underserved markets. Develops and implements an outreach plan for the community development function. This includes coordinating the outreach activities of staff members with community development stakeholders at the local, state, regional and federal levels. Keeps the department officer and other community development staff apprised of current and emerging issues. Recommends new directions to be considered regarding products, services, and community involvement through department publications and events on community development issues or programs. Finds opportunities to promote the Department’s and the Bank’s efforts including speaking engagements for staff and officers of the Bank.

Principal Duties And Responsibilities

Represents the Reserve Bank in meetings with mayors, cabinet heads and other government officials, District bankers, and community leaders about economic and community development and financial services needs in their markets.

Conducts outreach meetings with bankers, community organizations, and government representatives on behalf of the Department officer and coordinates with other staff.

Recommends issues highlighted in outreach meetings or identified in other channels to be researched or examined in more detail.

Develops and maintains an outreach plan for the community development function and ensures that staff members are informed of and adhering to the plan.

Provides periodic summaries of outreach activities to the department officer and senior management.

Develops various strategies for communicating community and economic development programs and issues and regulatory information to bankers and interested others, including through department publications, meetings or training, and other medians. This may include delivering speeches, conducting media interviews, moderating or hosting sessions at conferences, preparing podcasts and videotapes, and/or using other social media avenues.

Writes articles, or recommends outside authors as needed, for Reserve Bank and department publications. Provides first level editorial review of selected department publications to be distributed to the public. Works closely with the department’s researchers to use their research and analytical skills to enhance the department’s community development reports and publications.

Provides guidance and support to community development research staff to further the department’s research agenda with projects that focus on emerging community development opportunities, issues, and trends.

Ensures that departmental activities and publications are widely publicized among community development stakeholders.

Assists with maintaining relationships with other departments such as Supervision, Regulation, and Credit and the Payment Cards Center to keep abreast of changes affecting the community development industry.

Looks for opportunities for both department functions (community development and economic education) to work together. Recommends new directions to be considered regarding products, services, and community involvement.

Actively involved in the accomplishment for departmental and/or Bank-wide quality initiative by being a department coordinator, team leader, or team member.
