Job Description – Director, Budget
Department: Finance
Classification: Exempt
Reports to: Vice President, Finance and Chief Financial Officer
JOB DESCRIPTION
Summary:
The Director, Budget is responsible for the development and implementation of PEC’s (People’s Emergency Center) budgets with a focus toward developing a framework that allows for ongoing monitoring, data gathering, account analysis, revision of projections and assumptions, and consideration of alternatives when appropriate. This will include operating budgets for each entity, individual programs/contracts, capital budgets for both real estate and capital equipment projects, and cash flow budgeting to optimally ensure sufficient resources is available to meet the needs identified in each of the budgets. This position will also assist in the accounting responsibilities of various entities associated with annual audits, cost certifications, bank reconciliations, and account analysis.
Essential Duties and Responsibilities:
Budgets
– Directly responsible for budget preparation work associated with developing PEC’s annual budget(s) and quarterly financial forecasting for each business unit and entity.
– Responsible for the development and monitoring of effective budgeting tools/models for revenue and expenses that are “user friendly,” specifically designed to remove the barriers non-financial managers have when working with finance.
– Responsible for establishing and maintaining an organization-wide budgeting cycle which will identify budgetary responsibilities from various levels of management, and a well-designed budget calendar for each entity.
Monthly reporting and preparation of financial statements
– Perform monthly closing process according to Generally Accepted Accounting Principles for the CDC (Community Development Corporation).
– Prepare monthly account analysis and journal entries when applicable for all balance sheet accounts for the CDC.
– Reconcile intercompany accounts.
– Prepare financial statements and quarterly forecasting reports as compared to budget.
– Review financial statements with VP, Finance and CFO.
Financial Administration of Government, Foundation and Corporation Grants
– Prepare/review budgets and other financial reports requested during the application process.
– Prepare various grant status reports.
– Address various financial concerns of funders.
– Maintain accurate contract files with up to date contracts and financial support documents.
Cash Management
– Bank reconciliation for all entities.
– Responsible for the reporting of both weekly cash management reporting, and monthly cash flow projections.
Audit
– Prepare the audit work papers and corresponding financial statements for the CDC.
– Prepare, when applicable, audit work papers for the Department of Community and Economic Development (DCED) and cost certification work when required by governing agencies.

Required Education and Experience:
– Bachelor’s Degree in accounting
– Minimum of 5 years accounting and budget experience
– Significant experience in nonprofit accounting, including exceptional analytical and accounting skills associated with complex fund and grant accounting, compliance and reporting requirements of this agency
– Working knowledge associated with state and federal funding and the applicable compliance requirements
– Proficiency with Excel and Word specifically relating to creating budgets and financial forecasting models
Preferred Education and Experience:
– MBA
– Auditing experience
– Black baud Financial Edge and Raiser’s Edge experience
