Funding Guidelines and Application
The Community Grants Program is a special fund supported by the Philadelphia Neighborhood Funding Stream (NFS) for community based groups and activities. The program was created to assist community groups in developing and implementing projects that will address key issues in the community.
General
In 2004, the City of Philadelphia Empowerment Zone (EZ) and United Way of Southeastern Pennsylvania (UWSEPA) announced their partnership in a signature project called the Neighborhood Funding Stream (NFS). Established by the members of the local Community Trust Boards in the American Street and North Central Empowerment Zones, the NFS will make grants available on a one-year basis.
Guiding Principles
As a legacy of the Philadelphia Empowerment Zone, the mission of the Neighborhood Funding Stream is to support sustainable community and economic development efforts in a culturally and ethnically diverse community. The Neighborhood Funding Stream will contribute to a healthy, self-sufficient and safe environment to provide all the amenities of life to community members and residents.
The American Street Empowerment Zone-NFS Grants Program will consider grant proposals that address a well defined need, offer a concrete plan of action, and request a specific amount. In addition, those organizations will be selected whose staff has the ingenuity, commitment, and motivation to carry out the proposal?s objectives.
Funding Priority 2006: Children and Youth
The NFS Community Grants Program will award grants to selected community-based organizations serving children and youth in the American Street Empowerment Zone (ASEZ). Grants in the amount of $5,000 will be awarded for programs that occur anytime between July 1, 2006 and June 30, 2007. The grant can be used to enhance an existing program so that at-risk-youth residing in the American Street Empowerment Zone will be recruited and enrolled. Priority will be given to summer youth programs. Grant recipients will be required to submit a narrative report and a financial report to United Way upon completion of the project. Reporting guidelines and other details will be provided.
Eligibility
? In order to be eligible, organizations do not have to be located within the ASEZ boundaries (See provided map). However, organizations applying for this grant must document a measurable significant involvement and a defined impact in providing services to residents of the American Street Empowerment Zone.
? Organizations must address the objectives set forth in the guidelines.
The NFS Small Grant Program will NOT support:
? Individuals
? Organizations without a Section Copy of 501 (c)(3) public charity determination from the Internal Revenue Service
? National Organizations and/or Umbrella Organization (unless local and independent chapter)
? Regranting organizations
? Organizations/projects, programs that do not fit within the NFS?s 2006 funding priorities
? Organizations unable to show a significant and defined involvement and impact in service delivery to the American Street Empowerment Zone community.
? Capital expenditures (construction)
? Endowments
? Tuition and Scholarships unrelated to the goals of the Neighborhood Funding Stream
? Religious Education and Private (for-profit) Schools
? Litigation
? Debt Service
Application and Timeline
? Application deadline is June 14, 2006
? Awards will be announced by July 3, 2006
