Affordable Housing Program (AHP) – Aug 7

This year, the Federal Home Loan Bank of Pittsburgh (FHLBank) will make approximately $74.5 million available in affordable housing funding resources.
The Affordable Housing Program (AHP) will open on June 26, 2025, with an amount available of approximately $57.5 million. AHP provides competitive grants for the development of affordable housing for low- to moderate-income households. Applications for funding individual projects, up to $1,500,000, can be submitted through AHP Online. Applications are due at 5 p.m. on August 7, 2025.
For 2025, FHLBank will provide an additional $17.0 million to affordable housing projects in our district of Delaware, Pennsylvania and West Virginia through the voluntary housing grant initiative. The voluntary housing grant initiative is separate and distinct from AHP. Applications that are not awarded under AHP and are located in-district will be automatically enrolled in the voluntary housing grant initiative pool for consideration.
Implementation Plan
The 2025 AHP Implementation Plan, which contains important information on application eligibility, scoring, and feasibility, was approved by FHLBank’s Board of Directors on Feburary 14, 2025.
Next Steps:
- A webinar covering both AHP and the voluntary housing grant initiative was held on April 17. The webinar will be recorded and posted on our website on May 8, 2025.
- Project sponsors (i.e., housing developers) should register in AHP Online.
- FHLBank member institutions should ensure that they have access to Online Banking and AHP Online. Contact your institution’s Customer Security Administrator for access.
- Read the 2025 AHP Implementation Plan.
- Affordable Housing Program Resources and application are available on our website.
- Feasibility workbooks and application guides will be available no later than June 25, 2025.
Application Assistance
Project participants may request application assistance from FHLBank staff on topics including eligibility, scoring or feasibility. Application assistance may be requested between April 21 and May 23 and will be scheduled on a first-come, first-served basis until the funding round opens. Requests must be submitted using the AHP Application Assistance Request Form, which is available on our website.
