PA Association of Nonprofit Organizations: Visit to Our Nation’s Capitol

The PA Assocation of Nonprofit Organizations (PANO) Executive Director, Anne Gingerich and Strategic Initiatives Project Manager, Kevin Burrell, met with eight members of Congress to tell the story of the economic impact of Pennsylvania’s nonprofit sector: We collectively employ 817K of Pennsylvania’s workforce and pay $56.6 billion in wages and $1.7 billion in state payroll tax annually. Talking points centered around the Tax Reconciliation Bill currently debated in Congress. We requested an increase in charitable giving incentives to those included in The Charitable Act (H.R. 801/S. 317), the removal of provisions harmful to the nonprofit community (e.g., additional taxes for nonprofits and private foundations), and provisions harmful to those we serve (e.g., significant decreases to Medicaid, SNAP, WIC).  Read more here!

Senate leadership’s version of the Tax Reconciliation Bill, released on 6/16/2025, increases charitable giving incentives, and removes the additional taxes for nonprofits and private foundations, compared to the original House bill. These wins remind us that advocacy works!

We must continue to raise our collective voices as cuts to core public health programs are steeper than those proposed by the House.
