<p>The incumbent is responsible for the development and implementation of university-wide community engagement programs for students, and support for faculty participation in support of student programs. The incumbent serves as a member of the Community Engagement Initiative leadership team in carrying out the University’s Civic Action Plan and in support of local, regional and national partnerships. The incumbent reports to the Director and Deputy Director of the Community Engagement Initiative but operates independently in carrying out the major responsibilities designated below.</p>
<p>Major Responsibilities</p>
<ul>
<li>Provides strategic leadership in development, implementation and assessment of significant and innovative university-wide curriculum-based service-learning and community engagement programming.</li>
<li>Directs the Community Engagement Scholars course of study, the only university-wide approved course of study for students in all majors and minors. Recruits, selects, and advises potential students, applicants, and current students. Works with the Faculty Review Board to design programming that facilitates successful student completion. Teach Introductory course SPPA 100: Introduction to Civic Engagement.</li>
<li>Provides substantive technical assistance university-wide to faculty and senior professionals to advance academic and co-curricular community engagement programming through workshops and individual advisement. Designs and develops educational materials.</li>
<li>Serves as key member of CEI leadership team, responsible for research, writing and implementation of university-wide Civic Action Plan.</li>
<li>Establishes collaborative relationships with community organizations, facilitating connections with both academic and student life programs, including state and local governments, non-profit community agencies and Delaware institutions of higher learning.</li>
<li>Manages budget and external funds to support programming, student awards, and faculty development grants.</li>
<li>Designs and develops undergraduate courses and seminars.</li>
<li>Provides guest lecturing and formal classroom instruction.</li>
<li>Authors proposals, reports and marketing materials. Develops and maintains informational websites.</li>
<li>Convenes, develops, and plans programming for national, regional, and state professional and scholarly meetings. Makes presentations.</li>
<li>Serves on university-wide work groups, developing new procedures or projects to enhance UD/community partnerships.</li>
<li>Serves in leadership positions on university and department work groups.</li>
<li>Serves on special committees or panel appointments by the Provost.</li>
<li>Mentors other professional staff or students.</li>

<p>Under the direction of the CDS Director and Associate Director, the Program Director of the Delaware Network for Excellence in Autism (DNEA) provides conceptual and administrative leadership for all DNEA activities. The Program Director has primary responsibility for developing, implementing, and managing the DNEA; maintaining effective communication and collaboration with the Interagency Committee for Autism (ICA); facilitating the support of the DNEA through grants and contracts; establishing innovative practices that can be disseminated on state, national and international levels; providing the translational pivot between research and application; cultivating relationships with University, federal, state, and community partners; conducting training and technical assistance; and influencing policy and practice to enhance the positive impact on individuals with autism spectrum disorders and other disabilities, as well as their families. The DNEA Program Director develops and promotes collaborative ventures with and among stakeholders across the state and nation.</p>
<p>The Center for Disabilities Studies (CDS) promotes increased access, opportunity and accomplishment among people with disabilities—across ages and life domains—through its multifaceted research, training and service portfolio. CDS is one of 67 University Centers for Excellence in Developmental Disabilities (UCEDDs) nationwide, and is the largest research and public service center in the College of Education and Human Development. The Center’s current programmatic units focus on transition to adult life, health and wellness, PreK-12 education, assistive technology, and interdisciplinary training via the Disability Studies minor and the Leadership Education in Neurodevelopmental Disabilities (LEND) program. The Delaware Network for Excellence in Autism (DNEA) is a program that both contributes to and draws upon the existing programmatic units in its work with the community. CDS works in close collaboration with federal agencies and organizations, state agencies, other units at the University of Delaware, community organizations, service providers, individuals with disabilities, and their families.</p>
<p>Major Responsibilities</p>
<ul>
<li>Provides vision, develops long-term objectives, devises and implements processes and practices, and makes operating decisions that affect the DNEA;</li>
<li>Assists internal and external stakeholders in the application of knowledge to practice, the implementation of evidence-based practice, and the translation of practical challenges into questions for empirical investigation;</li>
<li>Develops and maintains effective working relationships and collaborations with state and federal agencies, as well as national and community organizations, to expand influence and impact;</li>
<li>Assesses the quality of training and technical assistance implementation and integrity of data collection.</li>
<li>Provides solutions, suggestions, or alternatives in order to ensure high quality service delivery and data collection.</li>
<li>Hires, trains, supervises, and evaluates DNEA staff, including professional staff, graduate assistants and undergraduate students;</li>
<li>Manages and has fiscal responsibility for activities supervised;</li>
<li>Identifies and pursues external funding in order to establish and maintain a strong program of service and research. Develops funding applications and prepares reports required by granting agencies.</li>
<li>Provides training and technical assistance through the DNEA to state and community providers, schools, and agencies;</li>
<li>Exercises a high degree of creativity, foresight, and judgment in planning, organizing, and guiding activities of importance;</li>
<li>Fosters research and programmatic collaboration among units at the University of Delaware;</li>
<li>Chairs the Interagency Committee for Autism, an advisement body for the DNEA;</li>
<li>Influences the design and implementation of ASD-specific initiatives across the center;</li>
<li>Reviews reports and maintains records as necessary to meet all requirements of funding sources;</li>
<li>Authors/co-authors scholarly articles, reports and other professional publications, as well as state, national, and international conference presentations;</li>
<li>Contributes to the strategic planning for the Center;</li>
<li>Other duties as assigned</li>
</ul>
<p>Qualifications</p>
<ul>
<li>Master&#8217;s degree, Ph.D. preferred, and five years of experience in a discipline closely aligned with the scope of the project, such as a health-related discipline, psychology, or education.</li>
<li>Background in training, services, and/or research methods in support of people with autism spectrum disorders and their families.</li>
<li>Knowledge of evidence-based practices and their application.</li>
<li>Effective written and verbal communication skills.</li>
<li>Excellent critical thinking and problem-solving skills.</li>
<li>Ability to develop, organize, and manage impactful projects as well as conduct systematic analysis and develop solutions to complex problems.</li>
<li>Excellent interpersonal, leadership, presentation and collaboration skills.</li>
<li>Advanced knowledge of competitive contracts and grants development and management.</li>
<li>Demonstrated track record in securing extramural funding.</li>
<li>Ability to develop reports and manuscripts based on original research/evaluation.</li>

<li>Determines the strategic objectives, short- and long-range planning, and the implementation of programs to meet global initiatives</li>
<li>Oversees study/travel programs, institutional agreements, international delegations, extramural projects, and the fiscal and personnel management of the Institute for Global Studies</li>
<li>Operates in collaboration with students, scholars, faculty, senior leadership, and administrative staff to create conditions that support and enhance campus-wide global objectives</li>
<li>Works closely with the Office of Risk Management to implement policies and procedures associated with the safety and welfare of students, faculty, and staff traveling on study abroad and other IGS-related programs</li>
<li>Actively identifies and oversees external funding, including grants, for international initiatives</li>
<li>Represents the university with the local program administration and externally to the local media, educational and governmental agencies, and the community at large</li>

<p>QUALIFICATIONS</p>
<ul>
<li>Master’s Degree required, Doctorate preferred, with 7 to 10 years of progressively responsible and relevant experience in international higher education</li>
<li>Strong interpersonal and communication skills, both orally and in writing</li>
<li>High degree of flexibility and collaborative abilities; strong written and verbal skills</li>
<li>Established networks in the field of international education</li>
<li>Demonstrated ability to make administrative/procedural decisions and judgments</li>
<li>Skills in strategic planning, organizing resources, managing personnel and establishing priorities</li>
<li>Experience working, studying, or living overseas; teaching and research experience preferred</li>
<li>Project management and supervisory experience involving initiatives with multiple partners is preferred</li>

										<content:encoded><![CDATA[<p>The Research Office provides central oversight and leadership for the University research enterprise. The Assistant/Associate Vice President for Research Administration oversees the Office of Sponsored Programs which manages all aspects of pre-award and post-award aspects of sponsored research, billing and collections of sponsored awards, develops and maintains regulatory affairs programs in fiscal and research compliance subjects, oversees and supports the operations of University level research institutes and facilitates interdisciplinary research. The Assistant/Associate Vice President ensures that the infrastructure and business processes related to the administration of the research enterprise support a culture of responsible conduct for researchers while keeping a keen interest on efficiencies and burden reduction. The Assistant/Associate Vice President is responsible for strategic activities specific to guiding the institutes and core facilities, and championing support of research activities within the UD administration. The Assistant/Associate Vice President assists in the oversight of all facets of the operation of the Research division advocating for the University research enterprise across campus as well as nationally through professional and institution organizations.</p>
<p>MAJOR RESPONSIBILITIES:<br />
Provide leadership for all aspects of the administration of the Office of Sponsored Programs, fiscal compliance for federal regulations, contract &amp; grant receivables (billing and collections), oversight and support of the Grants Management system, developing and implementing business processes to support and establish successful and efficient research administration of institutes, core facilities and programs. Ensure the development and implementation of proactive programs to support the faculty in the establishment of a research culture conducive for responsible conduct.</p>
<p>Provide leadership and guidance to establish and maintain appropriate infrastructure for University institutes; develop new initiatives and advocate for needed University level support; ensure optimal positioning of Institutes among and within University policy.</p>
<p>Provide leadership of the grants suite of central system offerings including PeopleSoft, Effort Certification Application and 3rd party tools used for efficient processing. Successful leadership includes advocacy and feedback of/to the end users of the system. Supervise system and reporting specialist(s) performing this work. Participate in a campus wide team to oversee the integration of all enterprise data systems.</p>
<p>Responsible for fiscal compliance with all sponsored projects terms and federal regulations.<br />
Direct and oversee all external audits related to the research enterprise. Oversee any findings and recommendations ensuring compliance.</p>
<p>Guide and establish goals for the Federal Cost Accounting department, which reports to the VP Finance &amp; Deputy Treasurer.</p>
<p>Supervise a Business Administrator who provides division level budget management, office management and general guidance to the budget staff in the institutes.</p>
<p>Provide leadership and budget planning guidance to the financial and administrative operations of the Research Office and the University institutes, which report to the Research Office.</p>
<p>QUALIFICATIONS:<br />
Bachelor&#8217;s degree and at least seven years of relevant, sponsored program administration experience or equivalent combination of education and experience. Higher education experience preferred.</p>
<p>Evidence of leadership in areas including proposal and grant writing and development, post award administration, identifying and securing alternative funding/revenue sources, contracts and grants preparation and management.</p>
<p>Advanced knowledge of Office of Management and Budget (OMB) regulations and grant funding policies and procedures; knowledge of federal forms and processing systems.</p>
<p>Strong level of leadership skills in building interdisciplinary teams.</p>
<p>Demonstrated commitment to a diverse and inclusive workforce and work environment.</p>
<p>Knowledge of a range of recruitment strategies and techniques.</p>
<p>Ability to effectively represent the University within the research and business community.</p>
<p>Knowledge of proposal funding policies and procedures and applicable local, state, federal and University regulations.</p>
