OAE seeks to raise the quality, quantity and accessibility of literacy and ESL opportunities in Philadelphia and is dedicated to increasing the use of workforce education and technology in instruction for adults. .</p>
<p>Project Overview</p>
<p>The Office of Adult Education (OAE), in collaboration with the Mayor’s Office of Education (MOE) is implementing a program of Adult Education within the 12 Community Schools, currently functioning under the direction of MOE. OAE and MOE are seeking proposals to establish at least (3) separate contracts, with different providers to provide high-quality Adult Basic Education (ABE), Adult Secondary Education (ASE) and English as a Second Language (ESL) courses at each of the 12 City of Philadelphia designated Community Schools. OAE will be coordinating the overall program, but needs an experienced administrator to oversee the program directly. The Community Schools are listed below.</p>
<p>The time frame of the project is expected to run from ASAP through June 30, 2018, unless sooner terminated by the City pursuant to its terms. There is a potential for extension of the program</p>
<p>Services Required</p>
<p>An independent Contractor is being sought to carry out the objectives of this program and perform the following activities:</p>
<p>&#8211; Develop relationships with the Principal/Vice Principal and the Community School Coordinator at each of the 12 community schools</p>
<p>&#8211; Establish and implement a transparent process for reviewing and selecting submitted vendor proposals, which includes establishing specific, measurable performance goals.</p>
<p>&#8211; Coordinate the implementation of the adult education program within the Community Schools</p>
<p>&#8211; Create and implement a process for collecting, analyzing and reporting on performance data</p>
<p>&#8211; Track the literacy providers’ progress towards meeting performance goals</p>
<p>&#8211; Provide technical assistance and training as necessary on strategies, systems and processes related to the provision of adult education services</p>
<p>&#8211; Conduct periodic site visits to monitor classes at all schools to ensure adequate instruction and assess need for additional support and instructional resources</p>
<p>&#8211; Use OAE’s Student Information System to facilitate and coordinate the adult education services</p>
<p>&#8211; Evaluate each provider at the end of the school year</p>
<p>&#8211; Act as liaison between the providers, schools and OAE office and schools</p>
<p>As a member of OAE’s staff, the Program Manager will work closely with staff at OAE, who will oversee the entire program.</p>
<p>Compensation: Not to exceed $30,000</p>
<p>This contract is contingent upon the successful implementation of a concurrent RFP asking Adult Education Service providers to bid on providing Adult Education classes at each of the Community Schools.</p>
<p>The program manager position described in this contract is expected to be approximately full time with flexible hours, which may be required periodically to be available on some evenings and weekends. In the event, the concurrent RFP to Adult Education Service Providers is not successful, or is only partially successful, this contract would be terminated or modified. This will not be known until the RFP review is completed on January 29, 2018. The Program Manager will be paid a prorated rate for all time worked until the date of program cancellation or modification.</p>
<p>Required Credentials and Experience:</p>
<p>We are looking for a Program Manager who is talented at relationship building, program facilitation, and has experience working in the Adult Education Sector, and/or coordinating a variety of community-based programming in school environments. The ideal candidate is local to Philadelphia and can facilitate the implementation of Adult Education into Community Schools, in a responsive, sensitive, and highly organized manner. Candidates must be willing to collaborate closely with multiple entities, including the Office of Adult Education, the Mayor’s Office of Education and the School District of Philadelphia.</p>
<p>A knowledge of Philadelphia and its’ neighborhoods is a plus. The Program Manager should also demonstrate attention to detail, ability to work well in close-knit, team based environments and with multiple staff and stakeholders important to the project.</p>
<p>Master’s Degree Preferred</p>

The Office coordinates and supports programs serving the estimated 550,000 adults in Philadelphia who lack the literacy, digital and workforce skills necessary to obtain and retain family-sustaining jobs.</p>
<p>To increase adult education services available to adult learners in Philadelphia, the Office of Adult Education provides training for volunteers. After training, volunteers are placed in adult education programs across the City to work and support adult learners. OAE is launching a new volunteer training course, Tutor Now, Tech Skills Training, for volunteers interested in bridging the digital divide through education. The course is designed to equip volunteers with a basic understanding of adult learning, and strategies for teaching technology skills to adults in KEYSPOTs and adult education programs. OAE is seeking an Independent Contractor for the position of Tech Skills Tutor Training Facilitator to deliver online instruction to volunteers taking the Tutor Now, Tech Skills course.</p>
<p>Job Title: Tech Skills Tutor Training Facilitator (Online)</p>
<p>Job Summary: The Tech Skills Tutor Training Facilitator prepares and facilitates online professional training for Adult Education Volunteer Tutors across the city, to effectively help adult learners improve their digital literacy skills. The Tutor Now, Tech Skills Training is a two-week, asynchronous, instructor facilitated, cohort-based course offered online. This position reports to the Office of Adult Education Volunteer Programs Manager.</p>
<p>Responsibilities: Functions and responsibilities may include, but are not limited to the following:<br />
• Plans and delivers lessons according to established program curriculum<br />
• Provides volunteer tutors with strategies and resources to use when working with adult learners<br />
• Facilitates online sessions<br />
• Monitors participation and completion of the components of the tutor training including:<br />
 responding to trainees’ online posts<br />
 providing encouragement and support as these trainees progress through the course<br />
 occasionally stimulating discussion to maintain trainees’ engagement<br />
 contacting trainees who are falling behind in the course<br />
• Compiles and submits training reports that summarize the number of attendees, activities undertaken during the online training, and provides recommendations<br />
• Grades trainees on OAE’s Student Information System in a timely manner<br />
• Participates in occasional team meetings, facilitator trainings, and professional development opportunities as needed.</p>
<p>Qualifications and Requirements:<br />
• Bachelors’ degree required. Master’s degree in social science, education, technology or a closely related field preferred.<br />
• Knowledge of and experience of adult learning theory and practice, facilitation and training techniques, instructional design methods, and specific knowledge of the program or training in adult education settings preferred.<br />
• Experience tutoring and/or teaching online formats.<br />
• Experience tutoring and/or teaching digital skills.<br />
• Comfort with new technologies and an understanding of how technology can be integrated into learning<br />
• Proven application of effective written and oral communication skills to effectively create and facilitate training sessions.<br />
• Applicants should reside in the Greater Philadelphia area.</p>

Independent Contractor: Developer of Program Resource Guide for Adult Literacy Programs</p>
<p>There are an estimated 550,000 adults in Philadelphia who lack the skills they need to sustain themselves and their families. The needs of this group of Philadelphians range from wanting to improve their English Language skills, enhance their academic skills in order to qualify for job training or college programs, or take the GED® or HiSET® exams. Community-based and non-profit agencies play a critical role in helping adult learners meet their learning goals. The Office of Adult Education supports existing and new programs by providing opportunities for professional development and networking. We are seeking a consultant to develop a program resource guide for adult literacy programs.</p>
<p>Responsibilities:<br />
• Review literature on best practices in adult education<br />
• Conduct interviews with local subject experts<br />
• Write sections of the resource guide that will cover topics that include (but are not limited to):<br />
• Planning for quality<br />
• Volunteer management<br />
• Promoting learner retention and persistence<br />
• Supporting instructional practices<br />
• Measuring success<br />
• Fundraising for adult education<br />
• Create form templates for intake and other processes<br />
• Design layout and upload content to CANVAS® learning management system</p>
<p>Desired Qualifications<br />
• Master’s degree in a social science field<br />
• 2+ years related experience, experience with adult education preferred<br />
• Strong research skills<br />
• Excellent writing skills<br />
• High proficiency in Microsoft Office applications and web navigation<br />
• Experience with a learning management system</p>
<p>Compensation, Duration<br />
This is an independent contract position paying $4,800. Final product is due June 1, 2017.</p>
