										<content:encoded><![CDATA[<p>The Director of PHLpreK reports to the Chief of Early Childhood Education and oversees the operations, oversight, management, supports, strategic planning, and promotion of the PHLpreK program.  This includes leading the city’s expansion of quality seats available to families, coordinating new and existing pre-K initiatives that support the mission of the program, managing a team of 2-4 staff members, producing reports to senior members of the Mayor’s office and Office of Children and Families, and utilizing data and analytics to recommend strategic priorities of the city’s early childhood education sector. The Director of PHLpreK is also responsible for balancing a system of oversight and accountability with a system of supports offered to providers, teachers, staff, and families.</p>
<p>The Director of PHLpreK further manages strategic partners that includes a program intermediary which is responsible for the monitoring and oversight of the PHLpreK system, contract conformance and flow of funds to PHLpreK providers, and the enrollment processes for families to access PHLpreK seats. The Director of the PHLpreK program is further responsible for overseeing the partners providing technical assistance, professional development, and related support services offered to PHLpreK providers. Other strategic partners include the National Institute for Early Education Research (NIEER) for classroom observations and evaluation, the National League of Cities (NLC) for workforce development strategic planning, the Philadelphia region’s Early Learning Resource Center #18 (ELRC), post-secondary training agencies, philanthropic foundations, as well as any/all intra-city government agencies. The Director of the PHLpreK program is further responsible for coordinating new and existing partnerships to support the mission and vision of the PHLpreK program.</p>

<p>Job Description<br />
The Community Schools Manager is an employee of the Mayor’s Office of Education (MOE) who works closely with the Community Schools leaders (MOE, principals, and stakeholders) to supervise a team of five or more Coordinators. The core functions of this position are Management, Curriculum Development and Training, Data Review and Reporting and Coordinated Support and Coaching. More specifically, the manager serves at the primary support for Coordinators by monitoring, tracking, and providing coaching to ensure successful implementation of school-based plans. Work for this role is conducted under the supervision of the Director of Operations.</p>
<p>Essential Functions</p>
<p><strong>Management &amp; Coaching</strong></p>
<ul>
<li>Oversees and serves as primary support to Community Schools Coordinators.</li>
<li>Identifies and analyzes problems weighing the relevance and accuracy of available information.</li>
<li>Generates and evaluates alternative solutions and provides effective and timely feedback.</li>
<li>Reviews and monitors the implementation of site-based Community Schools short-term and long-term plans.</li>
<li>Facilitates quarterly meeting with each Community Schools Coordinator and their school principal to review progress and make updates to school’s long-term plans.</li>
<li>Works closely with school principals to review campus needs, systems of execution and support, and</li>
<li>Coordinator performance to ensure alignment to Community Schools logic model and school plan.</li>
<li>Works closely with Community Schools Program Associate to track and communicate time-off requests to Director of Operations and Director of Finance and Administration.</li>
</ul>
<p><strong>Curriculum Development &amp; Training</strong></p>
<ul>
<li>Evaluates individual and program development needs based on field observations and feedback.</li>
<li>Works closely with Program Associate to develop short-term and long-term professional development curriculum for Community Schools staff.</li>
<li>Uses knowledge and skills about workplace training and education and organizational development practices to plan effective organizational interventions.</li>
<li>Uses a variety of organizational and individual aptitude, skill and competency assessment techniques to create and deliver professional development to Community Schools staff and partners.</li>
<li>Creates learning plans and interactive training using instructional design concepts.</li>
<li>Organizes site-visits and learning tours for Coordinators, partners, and community members.</li>
</ul>
<p><strong>Data Review &amp; Reporting</strong></p>
<ul>
<li>Tracks performance of Coordinators and generates weekly support plans and reports for MOE leadership team based on campus needs and goals.</li>
<li>Monitors and supports effective communication, collaboration, and reporting between school partners, district, city, and city services to maximize access to services provided for schools.</li>
<li>Provides weekly updates to central office team regarding school progress and supports needed.</li>
<li>Meets with each Coordinator on a weekly or bi-weekly basis to review weekly reports and create support systems to facilitate the delivery of quality services.</li>
<li>Collaborates with MOE Data Analyst to generate weekly and monthly reports illustrating the status of work plans and needs and services for each Community School.</li>
</ul>
<p><strong>Technical Support &amp; Coordination</strong></p>
<ul>
<li>Provides support in collaboration with central office staff and partners to ensure that program needs, and guidelines are met.</li>
<li>Meets with each Principal quarterly to review status of campus needs and Coordinator performance, and update support plans to align principal and community goals.</li>
<li>Supports school-based initiatives by coordinating collaboration between Community Schools Coordinators and Central Office staff members.</li>
<li>Supports the development of the infrastructure and systems to develop tools for campuses to conduct a needs assessment, to access a provider database, and track services.</li>
<li>Builds and maintains relationships with principals, community leaders, and Coordinators.</li>
<li>Participates in learning from the school community of assigned Coordinators.</li>
<li>Other relevant duties as assigned.</li>
</ul>
<p><strong>Training</strong></p>
<ul>
<li>Participates in Community schools and Mayor’s Office of Education staff meetings.</li>
<li>Attend capacity-building activities, including initiative-wide and site-based trainings, peer network meetings and study visits.</li>
<li>Participates in ongoing professional development.</li>
</ul>
<p>Qualifications<br />
Qualifications (Education and Experience)</p>
<ul>
<li>Bachelor’s degree or equivalent work experience, master’s degree preferred.<br />
Bilingual, preferred</li>
<li>3+ years’ experience with implementing, supervising, or researching the Community Schools model (working in schools, city government, research institutions or service organizations), required.</li>
<li>Highly skilled in developing and delivering curriculum for professional training and evaluation.</li>
<li>3-5+ years’ experience in community organizing, education, health or social work desirable.</li>
<li>School leadership experience desirable (e.g. Assistant Principal, Dean, Instructional Specialist, Curriculum Specialist, Professional Development Manager).</li>
<li>Highly skilled in developing and delivering curriculum for professional training and evaluation.</li>
<li>Knowledge of the public education system in Pennsylvania, as well as the operation of community-based organizations and institutions of higher education, is an asset.</li>
<li>Must be comfortable with the use of data to drive decisions.</li>
<li>Highly skilled and experienced in Performance Management, Project Management, Coaching, Supervision, Quality Management, Results Driven, Developing Budgets, Developing Standards, Fostering Teamwork, Handling Pressure, and Giving Feedback.</li>

										<content:encoded><![CDATA[<p>The Graduation Coach Campaign is an initiative of the Mayor’s Office of Education that provides information, strategies, and resources to adults so that they can better guide their students through school. In addition to in-person workshops and face-to-face support, our social media accounts are an essential component of our efforts to share information with adults.</p>
<p>We are seeking an intern to help manage our social media accounts, particularly Twitter and Facebook. While some content to post will be provided by our team, our intern will need to seek out additional content to share. The intern will also research strategies to expand our online presence and find new ways to support our audience. The position is an unpaid internship and would require a commitment of at least 5 hours a week through the end of May. This position is largely remote and flexible, though it would require regular email communication, and coming to City Hall at least once every two weeks for a check-in.</p>
