<p><strong><u>Overview</u></strong></p>
<p>HIAS Pennsylvania is the lead organization of the Philadelphia Citizenship Action Network ((P-CAN), a collaborative of seven adult education providers and two DOJ recognized organizations formed to expand services to residents in Philadelphia, Delaware, Montgomery, Bucks, and Chester counties in need of citizenship instruction and application assistance. District 1199C Training &amp; Upgrading Fund seeks a Citizenship Instructor to lead the students through the process of learning and practicing the content necessary to pass the Naturalization Interview and Exam.  Due to the COVID-19 restrictions, all classes are held online using Zoom, Google Classroom, and other online course support services.</p>
<p><strong>Summary of Responsibilities: Instruction:</strong></p>
<ul>
<li>Take class attendance and submit daily to program coordinator; give weekly civics quizzes and collect documentation for USCIS review; notify coordinator of students who may need tutor support or classroom issues.</li>
<li>Coordinate with ESL Program Coordinator re: learner issues, etc.; meet weekly with coordinator to ensure implementation of high-quality instruction and provide support for issues as they arise.</li>
<li>Update pre-existing curriculum to meet needs of new (12/1/20) Naturalization Exam requirements, employ best practices and facilitate integration of English language learning and citizenship instruction.</li>
<li>Some additional attendance may be requested for USCIS webinars, seminars, and coordination meetings.</li>
</ul>
<p><em>Qualifications:</em></p>
<ul>
<li>Bachelor’s Degree in TESOL; Master’s degree preferred.</li>
<li>Three to five years of adult ESL instruction experience.</li>
<li>One year or more years’ experience conducting online instruction.</li>
<li>Experience with civics instruction and familiarity with naturalization process.</li>
<li>Excellent verbal and written communication skills.</li>
<li>Proficiency in Microsoft Office applications, data projection, Smart Board and</li>
<li>Excellent organizational and time management</li>
<li>Ability to work in a team and work with diverse professionals and literacy</li>
<li>Ability to pay close attention to</li>
<li>Ability to work with diverse</li>
<li>Able to manage classes of 15-30 students in an online forum.</li>
</ul>
<p>Curriculum Objectives:  P-CAN’s curriculum has five objectives: (1) educate students on the civics content and vocabulary covered during naturalization interview and civics test; (2) increase students’ competency in reading, writing and vocabulary for the naturalization literacy test; (3) prepare students to answer questions on the N-400 and the 128 Civics Questions; (4) educate students on the interview process and “day of” logistics and (5) educate LPRs on rights and responsibilities of citizenship to successfully assimilate and embrace both American culture and values. These objectives facilitate PCAN’s goals of successful passage of the U.S. citizenship test/interview, increased knowledge and awareness of the constitution and the American political process, and increased engagement in safeguarding the American way of life.</p>
<p>Classes are multi-level (intermediate – native speaker); enrollment 15-30 students; students are foreign-born and are from both non-native and native English-speaking countries. The program will apply 5 differentiated learning strategies in each classroom: knowledge of student level via needs assessment (CASAS); focused lesson topic per class (see Curriculum); universal in-class coverage of topic; flexible student groupings; and all-inclusive class openings and ends.  Volunteer classroom aides will assist with classes with large enrollment (when available).  Flexibility is permitted in material presentation, based on student composition of each class, especially as proficiency levels allow.</p>
<p>Students will be assessed pre- and post- on the CASAS and the USCIS AACE.  During the class, multiple tests, quizzes and exercises are used to ensure progress; documents are collected and retained for USCIS review.</p>

The IELCE instructor will work with the IELCE Program Coordinator in helping ESL students interested in health care training to progress through the IELCE instructional program so that they may qualify for enrollment in a Home Health Aide Integrated Education and Training Program offered by the Training Fund. This is a part time position with day and/or evening hours.</p>
<p>Essential Functions and Responsibilities:<br />
 Develop and implement curriculum and lesson plans that integrated civics, literacy, and English language acquisition (ELA).<br />
 Instruct up to 20 ESL adult learners for 6 hours/week.<br />
 Achieve the program goals for the class in increasing English proficiency, increasing literacy and civics proficiency, and transitioning into the Home Health Aide Integrated Education and Training Program.<br />
 Utilize the Foundation Skills Framework and CCRS (College and Career Readiness Standards) as the basis for the instructional program.<br />
 Integrate technology in both classroom and supplemental activities.<br />
 Promote student engagement, collaboration in learning, and project-based learning.<br />
 Work with students individually to support their specific education and career goals including some career coaching.<br />
 Ensure that instruction is delivered as an inquiry-based learning process that includes interactive activities, scaffolding and evidence-based practice teaching methodology.<br />
 Participate in student orientation, and ensure that pre and post assessments are administered according to schedule.<br />
 Attend all team meetings and professional development activities.<br />
 Perform all related administrative duties and reporting such as: completing timesheets, documenting student attendance, academic progress, assessments and submitting monthly reports to the IELCE Program Coordinator.</p>
<p>Education and Experience:<br />
Must possess a Bachelor&#8217;s degree (Master&#8217;s preferred) in TESL with three to five years of classroom experience teaching ESL learners. Equivalent experience will be considered on a case by case basis.</p>
<p>Technical Proficiencies:<br />
To perform this job successfully, an applicant must be proficient in Microsoft Office Suite including: Microsoft Excel, Microsoft Outlook, Microsoft Word, Power Point and the Windows Operating System. Must be able to operate general office equipment. Must be comfortable integrated technology into the classroom instructional experience.</p>

<p>Essential Functions and Responsibilities:<br />
 Support on-boarding, orienting, and assigning new instructors<br />
 Finalize class schedules and classroom assignments<br />
 Coordinate upfront and ongoing instructor planning schedule, and participate in these meetings<br />
 Ensure that curriculum and lesson plans integrate all required components and follows state guidelines, and provide ongoing supervision of instruction<br />
 Recruit students in collaboration with organizational partners and use of social media<br />
 Perform student intake, orientation, assessment, and assignment of students to classes, ensuring full enrollment<br />
 Provide case management – student goal setting, barrier removal, and transition support<br />
 Coordinate with instructors to ensure post-testing is implemented timely<br />
 Coordinate with Quality Data Specialist and Data Clerk to ensure data is input as required by state guidelines<br />
 Engage instructors and participate in agency’s Program Improvement Team and PLC activities<br />
 Ensure that supplemental online learning is provided and technology is embedded in instruction<br />
 Ensure assignment of Classroom Aides<br />
 Coordinate with the agency’s Nursing Director and Workforce Development Director in engaging the nursing instructor assigned to teach the IET program along with the ESL instructor<br />
 Ensure all IET credentials are provided – CPR, First Aid, and Home Health Aide<br />
 Track student transition from the IELCE program into the IET program, ensuring 50% of the IELCE students transition into the IET program<br />
 Work collaboratively with the agency’s placement services and CareerLink in developing job placement opportunities for graduates of the IET program<br />
 Generate relevant reports of student and program performance outcomes<br />
 Obtain and maintain all needed documentation in student files<br />
 Perform other duties as assigned.</p>
<p>Education and Experience:<br />
Master’s Degree or equivalent experience in TESL/Linguistics or Education. Must possess a minimum of 3 years of classroom experience along with program administration and case management experience. Proven skills in data management/analytics; excellent technology, organizational, and program management skills.</p>
