The Philadelphia City Fund (PCF) is acting as the fiscal sponsor and contracting entity for this initiative on behalf of the Office of Sustainability. All selected organizations will enter into an agreement with, and receive compensation from, PCF.

The Office of Sustainability (OOS) communicates with and collaborates across several divisions to create a more resilient, climate-prepared, and energy-efficient Philadelphia. This may look like creating a flood resilience strategy with Eastwick residents, or a Municipal Energy Master Plan to reduce energy use and clean the energy supply.

The Climate Resilience Division focuses on supporting community resilience when dealing with increasing climate change-related risks. In Philadelphia, common risks include flooding and extreme heat. The Climate Resilience Division is updating the City’s Climate Resilience Plan by updating climate projections, assessing community vulnerability, and using those projections as guidance for resilience strategies. A public survey is also available in seven different languages to inform the new plan.

The report highlights major projects and initiatives from 2021 to 2025. It highlights citywide achievements in sustainability since 2021, including: the Streetlight Improvement Project, converting city lights to energy-efficient LEDs; the Adams Solar Project to increase renewable energy sources; and the Plastic Bag Ban.

As part of many other efforts to respond to this challenge, the Office of Sustainability is launching the Energy Efficiency Micro-Grant Program to fund community-based organizations up to $2000 to implement low-cost energy efficiency measures either in their buildings, or to provide energy efficiency resources to their constituents. This initiative is supported and administered by the Philadelphia City Fund, a nonprofit organization supporting programs and initiatives that improve the quality of lives.

The FPAC Manager is responsible for continuing this growth. They are the point person for membership, community members, and partner organizations and the staff lead for FPAC’s governance, leadership development, political education, and strategic planning. Specifically, they are responsible for advancing the following objectives:

• Strengthening the capacity of FPAC to identify policies and practices that address root causes of food injustices and centralize the leadership of those most impacted
• Managing the implementation of FPAC’s three-year strategic plan focused on 1) building FPAC for the long haul 2) growing membership around justice and joy 3) tearing down barriers to access and influence 4) changing policy 5) sustaining power
• Convening and connecting community members, community-based and non-profit organizations, businesses and institutions, and local food justice and sovereignty movements to advance a holistic and coordinated approach to food justice that moves impacted communities from surviving to thriving

This is a full-time position that reports to the Director of the Office of Sustainability and works closely with a team of City staff working on food issues and policy in the following departments–Parks & Recreation, Public Health, Office of Children and Families, Office of Homeless Services, Procurement, and the Mayor’s Policy Office. In addition, this position works closely with and/or convenes the following FPAC member working groups–Membership and Governance, Facilitation Cohort, and the Strategic Planning Working Group.

With flooding being already Philadelphia’s leading natural hazard and expected to become more prevalent by the end of the century, the Program Manager will have a particular focus on advancing a more comprehensive approach to flood risk management. This work will include providing programmatic support and subject-matter expertise to targeted initiatives to manage flood risk in flood-prone areas, including updating flood maps, plans, and policies, in addition to activities related to the administration of the National Flood Insurance Program. The position will steward critical intergovernmental relationships with Federal and Commonwealth agencies (i.e., FEMA and PEMA) and facilitate intragovernmental coordination through the Philadelphia Flood Risk Management Task Force.

The Program Strategist for Place-Based Initiatives will have a vital role in building community resilience through comprehensive place-based innovations. The role will advance a strategic framework that draws upon whole-of-government resources to implement community-driven interventions that rectify historic and current environmental injustice at the center of climate vulnerability.

In implementing this framework, the Program Specialist will facilitate community power building strategies that enable residents to participate as co-creators in the development and implementation of interventions to meet local needs.

In support of these strategic priorities, the Program Strategist will hone in on the following near-term objectives:

• Reduce the structural barriers that constrain the capacity of community-based leadership to define for themselves the solutions most relevant to the unique climate challenges they face.
• Build capacity to apply for, receive, and utilize federal funds that have been allocated to communities experiencing environmental injustice (i.e., Justice40 commitment).
• Establish and steward a place-based, cross-sector implementation model for delivering interventions co-created with those most impacted

This is a full-time, grant-funded position that runs through June 2023. It reports to the Place-Based Initiatives Manager. This position is supported by the Operations Transformation Fund (OTF). The OTF is a $10 million internal City fund which is investing in transformative municipal projects over the next two fiscal years (2022 and 2023). Across different City departments, OTF projects are implementing people-centered and sustainable solutions that focus on efficient and equitable service provision to benefit Philadelphians. OTF project teams receive ongoing support and assistance from the City’s Office of the Chief Administrative Officer (CAO), which manages the OTF, and participate in activities as a cohort.

The Environmental Justice Advisory Commission will work to ensure that all residents of Philadelphia, regardless of race, gender, income status or ZIP code, have a livable community, free of environmental toxins and hazards.
