The AARP Foundation aims to create and advance effective solutions to reduce poverty for and with older adults.

The foundation invites applications from organizations looking to implement capacity building projects that increase access and affordability of food, health care, and medicine for older adults with low income. Capacity building grants offer up to $50,000 to support organizations in their efforts to work more efficiently and effectively for and with older adults. These grants are intended to aid organizational development at a structural level, and are not intended to pay for direct services or expenses related to existing programs and services. The projects should instead focus on enhancing, optimizing, or streamlining resources, processes, or programs to better connect eligible older adults to health essentials programs during and beyond the grant cycle. Examples of health essentials programs include but are not limited to: Supplemental Nutrition Assistance Program (SNAP); Medicaid; Medicare Savings Programs (MSPs); Low-Income Subsidy (LIS)/Extra Help; Food Is Medicine, including medically tailored meals or groceries, and produce prescriptions; and social determinants of health screening and intervention.

Preference will be given to proposals that focus on efforts to better serve communities that have historically faced systemic barriers, racial and ethnic disparities, and other biases that perpetuate economic instability. Proposals must demonstrate that the expanded capacity is sustainable (financially and operationally) beyond the project lifecycle.

Projects in the following categories are eligible: planning activities or building evaluation capacity (e.g., strategic planning, enhancing evaluation methods, organizational assessments), partnership/relationship development (e.g., creating referral networks/platforms, developing collaborative services, shared trainings), operations (e.g., opening a new call center/location, improving infrastructure to enhance services, developing sustainability models), and technology (e.g., new client platforms, enhancing data tracking, analysis, or reporting, CRMs).

The foundation will prioritize applications that serve populations disproportionately affected by systemic barriers, racial and ethnic disparities and other harmful biases. Organizations from anywhere in the U.S. are eligible and welcome to apply. However, we have a particular interest in projects/programs that serve older adults in 22 U.S. states and territories with high levels of senior poverty: Alabama, Arizona, Arkansas, California, District of Columbia, Florida, Georgia, Illinois, Kentucky, Louisiana, Michigan, Mississippi, New Mexico, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas, West Virginia, and Puerto Rico.

The foundation invites applications for field-building projects that advance economic opportunity and financial stability for older adults on a systemic level. The foundation aims to fund organizations exploring systems-level change, assessing the effectiveness of existing interventions, and answering questions about how to best serve older adults with low income. The foundation’s estimated total program funding for this opportunity is up to $1 million, and historically, opportunities have ranged between $50,000 and $150,000 per year for up to two years.

Questions posed by the foundation include: How (or to what extent) are public benefits changing the financial health of older adults with low income? What outreach strategies for various programs are most effective for older adults? What are the reasons for participant “drop-off” during program implementation? For instance, what happens when somebody is reached, shows interest in applying for benefits, or participates in a workforce program but does not continue?

Other potential topics aligned with this opportunity include: identifying improvements in the collection and sharing of data across organizations or systems about older adult populations; addressing systems that create conditions in which senior poverty takes hold and proposing solutions to improve or disrupt these systems; and furthering solutions that lift seniors out of poverty—for example, the evaluation of an intervention addressing senior poverty.

To that end, the foundation welcomes proposals from direct service evidence-based projects that show evidence of helping low-income older adults increase their income/earnings and/or secure benefits. Examples include workforce programs that provide short term, affordable, and/or work-based upskilling or reskilling opportunities that help low-wage older workers gain the skills and competencies needed for employment in fast-growing technology-driven sectors of the economy; programs supporting family caregivers; workplace financial education; and retirement reforms (e.g., establishing an automatic IRA contribution). Three different types of proposals will be supported:

Ready to Pilot — Grants of up to $150,000 per year over three years will be awarded in support of small-scale projects that test the feasibility of a project’s approach, methods, and procedures for use in a larger-scale project. Program models must be developed and tested thoroughly in multiple locations and/or among a low-income older adult population.

Ready for Outcomes — Grants of up to $250,000 per year over three years will be awarded in support of programs developed, pilot-tested, and implemented among low-income older adults.  Program/project evaluations that demonstrate program participants achieved the program’s outcomes must be part of the proposals.

Ready to Scale — Grants of up to $250,000 per year over three years will be awarded in support of programs that have been independently evaluated and demonstrate moderate to strong evidence of effectiveness and the potential to be expanded or scaled.

This funding opportunity is primarily intended for national or regional organizations with built-in distribution channels (e.g., affiliates, members, chapters or collaborative partnerships). Local organizations will only be considered if they have the ability to serve thousands of low-income older adults on their own or in conjunction with other organizations.

The AARP Foundation works to end senior poverty by helping vulnerable older adults build economic opportunity and social connectedness. As AARP’s charitable affiliate, the foundation makes grants to organizations working to advance evidence-based projects that can become sustainable and practical solutions to the challenges facing low-income older adults.

The foundation’s goals for serving low-income people age 50 and older (LI50+) include increasing earnings, savings, and Social Security benefits for the LI50+ population reducing housing, health care, food, and transportation expenditures.

Under this Request for Application, the foundation welcomes proposals for direct-service projects that can show that low-income older adults who participate in the proposed project experience an increase in economic opportunity (increased income or reduced expenditures). Other types of projects that advance economic opportunity in low-income older adults on a systemic level also will be considered.

(Note: there are two separate funding opportunities: one for Direct Service projects and one for Education, Outreach or Field-Building projects. Application requirements and funding levels vary based on the type of project.)

Grants ranging up to a maximum of $150,000 over three years will be awarded in support of both types of projects.

The AARP Foundation works to end senior poverty by helping vulnerable older adults build economic opportunity and social connectedness. Through its grantmaking, the foundation collaborates with partner organizations to identify evidence-based programs and real-world solutions to the challenges facing older low-income adults.

To advance this mission, the foundation has issued a Request for Proposals from organizations with innovative, evidence-based solutions positioned to boost social connectedness and food security among hundreds of thousands of older low-income adults.

The foundation has established key objectives for increasing the number of people it serves and achieving specific outcomes by 2020, including working to improve food security for 770,000 older, low-income adults as measured by the USDA Adult Food Security Survey, and sustained improvement in social connectedness over twelve months for 55 percent of 500,000 low-income 50+ older adults as measured by the Duke Social Support Index.

Grant amounts will be determined on a program-by-program basis. All grant recipients must be able to match their grant on a one-to-one basis (cash or in-kind) from one or more funding sources.

Applicants should be a national or regional organization with built-in distribution channels such as affiliates, members, chapters, or collaborative partnerships.

The Branch Director is the key strategy driver for Experience Corps in the Philadelphia branch. The Branch Director leads work with key community partners and funding organizations to secure an environment that can deliver a highly-effective and sustainable Experience Corps program.

AARP Foundation will use a competitive grant program to identify at least seven sites with high proportions of students who are struggling to read, representing 28 schools and 4,000 children. The program will work with an independent evaluator to investigate the effectiveness and efficiency of the “Scaling Reading Success” model, with the goal of expanding the impact and reach of the program to even larger numbers of children and schools.

AARP Foundation is soliciting interest from potential subgrantees that have existing relationships with schools/districts where they plan to implement the program.

Bilingual volunteers are needed at AARP Foundation Tax Aide Diversity
Sites for the 2015 Tax Season at two sites in South Philadelphia. Volunteers will communicate with taxpayers in languages, but prepare the taxes using the computer program in English. Volunteers will be trained on the latest tax preparation forms and software.

Appointments available for taxpayers will be on Sundays and Mondays at two different sites in South Philadelphia. This will be no charge to the taxpayers as is usual for Tax Aide Sites
