The City of Philadelphia and the Thomas Scattergood Behavioral Health Foundation announced the launch of the Overdose Prevention and Community Healing Fund.

The $3.5 million fund, using opioid settlement funds, will implement a community-driven grantmaking process that focuses on geographic areas most impacted by the overdose crisis in Philadelphia and directly addresses prevention, recovery, and healing for the many individuals and communities affected.

The fund will invest in direct programs in overdose prevention, substance use awareness, and harm reduction, in addition to holistic programs that address community trauma and stigma associated with substance use and promote safety and mental well-being for communities and community-based workers in the substance use field.

Grant focus areas include: expanding community-based prevention, education, and harm reduction; promoting and facilitating connections to behavioral health treatment and recovery services; addressing and responding inclusively to complex, unmet community needs related to substance use for communities of color and underserved populations; heal individual and collective trauma related to substance use; reduce stigma related to substance use in communities; and promote public safety and wellness for community workers in the substance use field. The fund will award two types of grants:

Capacity Building Grants: Grants of $20,000 will be awarded to support a wide range of general operating uses. Funding can also serve as capacity-building grants to support organizational development, training, technical assistance, and research.

Program Grants: Grants of $100,000 will be awarded to support programs and projects that directly advance at least one of the six grant focus areas.

All applicants must attend a compliance session, which will be offered twice via virtual communication on January 23, 2023, at 10:00 a.m. ET, and January 25, 2023, at 5:30 a.m. ET.

To be eligible, applicants must be tax-exempt as defined by section 501(c)(3) of the Internal Revenue Code (or have a fiscal sponsor), and be based in and serving communities located in Philadelphia County. Organizations must have an annual budget of $5 million or less.
