About the program

Since 2005, the Economy League has created an exemplary experience for 100-250 cross-sector leaders annually, through in-region programming and out-of-region learning visits. GPLEX engages a diverse group of participants in explorations that lead to new insights and ideas, helps them forge new connections across sectors and industries, deepens their understanding of Greater Philadelphia’s potential, and helps to build “civic muscle.” Through GPLEX the Economy League has taken participants to Chicago, San Francisco, Toronto, Atlanta, Boston, Los Angeles, and Seattle, and in 2020 will take 150 leaders to Detroit. In odd-numbered years the Economy League convenes more than 200 cross-sector leaders to take a deep dive into the regional economy. The core of GPLEX is a series of field trips (aka “regional explorations”) that expose participants to cutting edge innovations in a variety of domains including business, technology, healthcare, creative place-making, and others. Under the Economy League’s Strategic Plan, GPLEX will expand to include more regular programming in addition to the annual leadership convening.

About the Program

In partnership with Independence Blue Cross, the Economy League will run a purpose-driven community engagement program focused on identifying and supporting community-led solutions to millennial health challenges in Philadelphia.

This program will leverage the proven model for community engagement and civic action that the Economy League developed in partnership with millennial-focused online news site Billy Penn through the Full City Challenge in early 2019. Adapting approaches from the private sector incubator/accelerator startup space, the Full City Challenge platform engages community members, business and civic leaders, area companies, nonprofit organizations, and public-sector partners to identify and support innovative collaborations that draw upon regional strengths to address civic challenges. This model for purpose-driven community engagement is organized around a call for ideas and a structured process that identifies civic innovators from the community and pairs them with expertise, connections, and other resources necessary to refine and advance their solutions.

This is a contract position, currently funded for 12 months. In 2020, Economy League leadership will work to secure dedicated funding that will enable this role to become a permanent position.

About the Program

Philadelphia Anchors for Growth and Equity (PAGE) is a partnership between the Economy League, the City of Philadelphia and more than a dozen Philadelphia-area institutions that works to increase local purchasing by large institutional buyers to grow Philadelphia businesses, strengthen the local economy, create jobs, and build wealth.

Today, the 34 universities and hospitals located in Philadelphia together spend $5.3 billion on goods and services every year, but nearly half of these dollars are currently spent outside of Philadelphia. Analysis of the local business landscape suggests that at least $530 million of anchor dollars currently being spent outside of the region align with local market supply. Capturing just 25% of this half-billion-dollar opportunity would translate into 1,250 new manufacturing jobs and 4,000 indirect jobs in Philadelphia. In order to capture this opportunity, the Economy League works with hospitals and universities to understand their purchasing data, remove barriers to local and diverse business participation and engage major institutional suppliers in local purchasing work.

In Greater Philadelphia, food-based businesses fuel commercial activity and create jobs for thousands of individuals.
This assessment builds on definitions in the 2011 report, “Eating Here: Greater Philadelphia’s Food Systems Plan,” from the Delaware Valley Regional Planning Commission (DVRPC). Drawing from North American Industry Classification Systems (NAICS), the food economy comprises activity within six distinct industry sectors: food production, food processing, food distribution, food retail, food hospitality, and food waste and recovery. Not all businesses fit squarely into one sector. For example, ReAnimator Coffee, a Philadelphia-based coffee company that roasts coffee beans, sells them to businesses and individuals, and operates coffee shops, could be categorized as a processor, retailer, and hospitality business. Though cross-sector business activity like this is common, a sector-based analytical approach allows for comparison and isolation of strengths, weaknesses, opportunities, and challenges within segments of the food economy.

In Greater Philadelphia today, too few people have access to good jobs, too many communities struggle with high rates of poverty and food insecurity, and economic growth is uneven and inequitable. A good food economy provides living wage jobs, strengthens local supply chains, and supports expanded access to health-promoting food. Finding effective ways to encourage and support food-related commerce, particularly good food businesses, can go a long way in driving growth, promoting health, and expanding opportunity in our region.

Basic needs security is a critical component of collegiate success, one discounted by high school grades and standardized test scores. If a student has not eaten or slept enough the night before a class or an exam, they can have difficulty mastering the material or performing well.a There is growing evidence that food and housing insecurity affect the well-being of thousands of undergraduates across the country, hurting their chances to complete degrees. Our most recent study surveyed 86,000 students at both two- and four-year colleges and found widespread basic needs insecurity. Fourty-two percent were food insecure, 46% were housing insecure, and 12% were homeless. At four-year colleges, 36% were food insecure, 36% were housing insecure, and 9% were homeless.b Other studies have yielded similar results.

Assessing food and housing insecurity among students may help answer questions such as:

1. How many students could benefit from additional resources like campus food pantries, emergency aid, or crisis housing?

2. Which types of students ought to be flagged for additional outreach by early alert systems?

3. To what extent should the security of students’ basic needs become a campus priority? This guide outlines how to conduct your own survey to assess basic needs security at your institution
