PA Governor’s Education Budget Shows a Commitment to Closing the Education Funding Gap

On Tuesday, February 4, 2025, Governor Shapiro unveiled his budget proposal for the 2025-26 fiscal year.
The proposal includes nearly $500 million in new funding for 348 school districts, including 181 rural districts that need the state’s help the most. This investment is a critical step toward reaching constitutional compliance with the state court mandate to address underfunding of low-wealth schools.
While this is a strong step forward, it would leave a $3.5 billion adequacy gap that needs to be closed, as identified by the governor and legislature last year. With 70% of Pennsylvania public school students living in districts with adequacy gaps, we will continue working with the House and Senate to build on this proposed increase and accelerate the timeline for closing this gap.
The proposal also includes important investments in special education, career and technical education, school facilities, and pre-K. Additionally, the proposed reform to cyber charter tuition payments is crucial to ensure funding increases keep pace with inflation in most school districts.
