The Read by 4th Campaign is a citywide coalition of family, community, and systems leaders protecting every child’s right to read. The key levers to grade-level reading are school readiness, school attendance, quality classroom instruction, and out-of-school learning. The Read by 4th Campaign is building an early literacy system where those levers are realized to ensure all Philadelphia children can read on grade level.
