Manager, Financial Stability

The United Way of Southeastern Pennsylvania’s mission is to improve people’s lives by mobilizing the caring power of donors, volunteers and communities.  We have an excellent opportunity for a professional to join our Community Impact team.  The ideal individual will be responsible for managing special projects and perform duties related to the implementation of United Way’s strategic investments related to Adult Education, Workforce Development, and Basic Human Services, including but not limited to projects supported by Neighborhood Assistance Program tax credit revenue and the Emergency Food and Shelter Program.

Qualifications include a Bachelor’s Degree, graduate degree in related field preferred.  At least three (3) years of experience in adult education or workforce development initiatives required; and at least three (3) years of experience in project management required; and

Essential Functions:

Neighborhood Assistance Program
•    Oversees all administrative, reporting and programmatic activities related to programs and services in which UWSEPA invests funds earned through the sale of Neighborhood Assistance Program tax credits, including but not limited to the following tasks:
–    Develops program goals for the UWSEPA NAP program and implements related activities aimed at achieving those goals;
–    Formulates policies, standards and procedures governing programs supported by UWSEPA with NAP funds;
–    Provides advisory services to staff of agencies in the planning, development and implementation of services, and in appropriate recordkeeping to assure compliance with NAP guidelines and recommendations;
–    Assesses the performance of agencies receiving NAP funding and recommends program modifications to better meet community and client needs when appropriate;
–    Reviews new and continuing program proposals submitted by organizations seeking funding;
–    Provides clear and understandable guidelines to agencies funded with NAP funds;
–    Keeps informed of, and evaluate rules, regulations and procedures associated with the NAP program and advise agencies on programs and activities for which NAP funding may be used;
–    Prepares and submits periodic reports on program activities and achievements, and on progress towards the overall program goals; prepares or assists in the preparation of various reports to funding agencies;
–    Performs related work as required;

“Agenda for Community Solutions” Implementation
•    Manages investments and relationships under the “Financial Stability” priority area specifically focused on outcomes related workforce development, adult literacy, and related public policy issues.
•    Manages investments and relationships under the “Safety Net of Basic Human Services” area.
•    Leads the collection of field knowledge related to workforce development, adult education, basic human services, and other areas as needed.
•    Participates in strategic partnerships, work groups, roundtables, and other committees related to workforce development, adult education, and basic human services.
•    Coordinates agency peer roundtables.
•    Provides direction and staff support to the formation of initiatives, projects and directed investments related to workforce development, adult education, and basic human services.
•    Writes and distributes Requests for Proposals; analyzes funding requests and develops funding recommendations.
•    Develops and manages contractual agreements with subcontractors, consultants, and/or technical assistance providers.
•    Fields questions from the community about UWSEPA’s workforce development, adult education, and basic human services initiatives, and assists in the creation of informational materials.

Emergency Food and Shelter Program
•    Oversees United Way’s role as the administrator of the Emergency Food and Shelter Program (EFSP) in Philadelphia, including but not limited to, the following tasks:
–    Convenes and provides staff support to the EFSP Local Board;
–    Develops, advertises, and distributes RFP;
–    Reviews proposals and provides summary analysis for EFSP Review Panel and Local Board;
–    Notifies grantees of awards and conducts grantee orientations;
–    Manages grantee reporting process (weekly, monthly, and quarterly);
–    Reviews and submits final reports to EFSP National Board.

Resource Development Support
•    Supports donor education activities, as needed;
•    Participates in other resource development activities, as needed;

Other
•    Communicates with key internal and external stakeholders, as needed.
•    Participates in intra-and inter-departmental meetings and teams, as needed;
•    Other duties as assigned.

The successful candidate will possess superior verbal and written communication skills, an effective listener and presenter; strong problem-solving skills; excellent data analytical and interpretive skills as well as have the ability to measure and report on quantitative results. S/he must possess exceptional management skills with the ability to manage multiple projects and responsibilities concurrently, ability and willingness for local travel and proficient in Microsoft Office Applications (Word, Excel, PowerPoint) and skilled with database software preferred.
