This is public health management work administering the operation of a citywide program in one of the following areas: Addiction Services, Behavioral Health, Disease Prevention and Control, HIV Diseases, Intellectual DisAbility Services, or Maternal and Infant Health. Employees in this class direct, through subordinate supervisors, the development of program policy and service standards, the monitoring, analysis and evaluation of contracted service providers, and the development of specialized health programs and services in their assigned specialties. Additionally, a Strategic Planning assignment exists that may be filled with a qualified individual from either the Behavioral Health or Intellectual DisAbility Services specialties. The employee in the Strategic Planning assignment directs, through subordinate supervisors, the research, development and coordination of policies, trainings, workforce development initiatives and other programs across all services and programs provided by the Department of Behavioral Health and Intellectual DisAbility Services. Work includes directing and/or participating in strategic and grant funding efforts associated with respective programs. Contact with officials of public and private funding and state and federal monitoring agencies, representatives of contracted service providers, community and advocacy groups, and departmental and other governmental administrators is a significant aspect of the work. Work is performed under the guidance of a higher-level program director.

Minimum Training, Education & Experience

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.

DISEASE PREVENTION AND CONTROL SPECIALTY

EDUCATION :

Completion of a master’s degree program at an accredited college or university in public administration, public health, business administration, health administration, city and regional planning, social work, public policy, science, epidemiology or related field.

AND

GENERAL EXPERIENCE :

Three years of administrative, technical, clinical or policy work experience in a public health program involving chronic disease prevention including tobacco, nutrition, physical activity, or food systems or in a public health disease control program.

AND

SPECIFIC EXPERIENCE :

Two years of program management experience at or above the N23 level in a citywide chronic disease program supervising the activities of staff engaged in program analysis or program services and administration.

NOTE : Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 – Selective Factor Certification – the appointing authority may request certification of eligible candidates with the required degree, specific experience and/or registration to fill specific positions in this class. Certification to fill such positions will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified degrees and/or experience.
