Some would say, if Special Education is so “special,” why is it chronically underfunded? And how does this impact education in Pennsylvania for all students?
According to a recent analysis by the Education Law Center and PA Schools Work, the cost of special education increased 58% in Pennsylvania while state funding increased only 10%. The research argues that the burden of raising the missing dollars has fallen on local school districts — a stopgap that is not sustainable.
