Evaluation of the Philadelphia GEAR UP Partnership Initiative

Over the past seven years, Metis Associates, a national research and consulting firm, has partnered with the School District of Philadelphia to evaluate the US Department of Education-funded Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant, which was implemented in 26 middle schools and seven high schools.
The comprehensive evaluation examined the effectiveness of the program model and identified promising practices, challenges, and areas for growth. A rigorous impact study showed that GEAR UP has had a positive, significant impact on on-time high school graduation and college enrollment in comparison to other similar students in the district.
