Emerging Leader Fellowship Opportunity, 2017-2019
Host Organization: Philadelphia Youth Network
Fellowship Project: Improving Post-Secondary Outcomes for Opportunity Youth
Location: Philadelphia, PA
Dates: September 2017-September 2019
EMERGING LEADER FELLOWSHIP
The Stoneleigh Emerging Leader Fellowship provides a hands-on experience for early career professionals interested in addressing the needs of Greater Philadelphia’s most vulnerable youth through policy analysis, research, or advocacy. Fellows work collaboratively with a host organization to execute a discrete project that simultaneously advances the mission of the organization and provides the Fellow with the opportunity to gain new skills and experiences.
This is a full-time, two-year Fellowship that provides salary, benefits, and a stipend for professional development. Stoneleigh staff work closely with Fellows to amplify the impact of their projects, enhance their professional networks, and grow their leadership skills. Fellows are supported by their cohort of Emerging Leaders, who together participate in Foundation-led learning opportunities and programming.
The Fellow will also become a lifelong member of Stoneleigh’s network of Fellows and alumni – a committed group of social justice leaders working across systems to improve the life outcomes of
vulnerable children and youth.
PHILADELPHIA YOUTH NETWORK’S FELLOWSHIP PROJECT
Despite the projection that 63% of jobs will require some post-secondary education by 2018, significant disparities in post-secondary enrollment persist. One group of young people who continue to lag behind their peers in college access are “opportunity youth” – 16-24 year olds who are neither in school nor working. To increase enrollment in higher education among these youth, the Philadelphia Youth Network (PYN) has led the implementation of the evidence-based Back on Track Through College program model at its four E3 Power Centers in Philadelphia.
Building on promising implementation results, the Fellow will work closely with PYN staff to infuse the most effective elements of the Back on Track Through College model throughout Philadelphia’s youth serving systems and to promote broader policy reforms that have the potential to expand post-secondary access for opportunity youth. More specifically, the Fellow will:
Analyze three years of implementation data, draw out best practices, and help revise PYN’s current
post-secondary bridging action plan;
Conduct interviews with PYN and E3 Center staff and Post-Secondary Bridging Program students
and alumni, observe classes, and attend ongoing stakeholder meetings (such as the School District
of Philadelphia’s Opportunity Network and PYN’s Project U-Turn Steering Committee) to inform the
development and implementation of the action plan;
Lead the implementation of PYN’s post-secondary bridging action plan, including the development
and delivery of trainings to help service providers implement effective program elements; and
Write and present a final report documenting best practices, progress made on the action plan, and
recommendations for next steps to continue the work.
