PHMC PHLPREK DIRECTOR
The Director is responsible for assuring child and youth intermediary projects are delivered with high fiscal integrity and programmatic accountability. The Director works in conjunction with program managers to develop and implement operational systems that support high quality programming, timely and accurate assessment of child and family needs, effective communication between program staff, and full utilization of program resources to meet specifications established by funding agencies. The Director is responsible for supporting PHMC goals of centralization, thought leadership and strategic growth while advancing the departmental objectives to demonstrate and increase program impacts, utilize responsible and innovative business practices, support the development and retention of a qualified workforce, and improve the health and well-being of children, families and communities.
*ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Directs the operation of PHMC’s Philadelphia PreK intermediary contract
Manages program budgets, generates fiscal reports and analyses as needed to demonstrate and assure rigorous fiscal oversight
Ensures compliance with funder guidelines and directives regarding program expenditures reporting, communications, and performance
Assists the PHMC Finance Managing Director in completing any requests for PHLprePK budget, finance or audit reports
Leads program management in drafting, executing, and monitoring contracts with partners and providers
Develops and implements an annual application and continuation process that aligns with funder goals and priorities
Assures program compliance with all laws and regulations applicable to program operations
Leads program management in establishing and maintain systems to monitor the compliance of contracted partners with all laws and regulations applicable to program operations
Establishes and maintains effective communications with funders, partners, and stakeholders to support the current and future success of program operations
Cultivates partnerships and engages in communications with City, State, and private agencies regarding the tracking and utilization of supplemental funding sources
Works closely with funding entities to ensure that program performance expectations are clear, measurable, and monitored
Reports on program performance to advisory and oversight bodies as needed
Establishes and implements procedures that align with funder goals and priorities to renew and expand program subcontracts
Ensures that data necessary to monitor program performance is collected, available,and reported in a manner that supports effective oversight, compliance, and impact throughout program operations
Works with program managers, funders, and designated evaluators to support formative and impact evaluation efforts
Monitors and maintains full utilization of program services and implements effective interventions to address utilization challenges as needed
Actively seeks opportunities and cultivates partnerships to expand the value of program services in alignment with funder priorities and guidance
Recruits, trains, mentors and supervises staff using clearly established performance expectations
Provides guidance and leadership to staff to emphasize the importance of the program achieving high standards of quality
Engages in ongoing professional development to support continuous quality improvement and relevant translation of research to practice within program operations
Supervises and evaluates direct reports through observation, meetings, and data reviews
Establishes and maintains effective performance management and professional development processes for all program staff as part of the commitment to excellence
*ORGANIZATIONAL RELATIONSHIPS:
The Director reports to and is supervised by the Managing Director of Early Childhood Education. The Director supervises the Contracts Manager, Information & Accountability Manager, Quality Assurance Manager. The position is full time, 100% FTE.
*MINIMUM QUALIFICATIONS:
Bachelor’s degree or equivalent in Early Childhood Education, Child Development,Social Welfare, Public Administration, Public Health, or a related degree – Master’s degree is preferred
Minimum 7 years human services program management, including program planning, operations and evaluation, and the use of management information systems experience
Minimum 5 years management and supervision experience
*OTHER REQUIREMENTS:
This job includes the normal physical demands associated with office work including bending, lifting, and carrying.
Ability to pass a health examination and criminal background check. Ability to work effectively with minimal daily guidance. Knowledge of community resources.Successful experience working in a team setting. Ability to present a positive image
of the organization to members of the community.
This position may include the need to attend weekend or evening meetings or trainings and might involve travel.
