Release of E3 Power Centers Request for Proposals
With the support of Philadelphia Works, Inc. and the Philadelphia Department of Human Services, the Philadelphia Youth Network (PYN) announces the release of a Request for Proposals (RFP) to allocated federal funds, which will be available as of July 1, 2017. Non-profits and for-profit organizations that can provide neighborhood-based E3 Power Centers are encouraged to apply. The E3 Power Center model is a holistic approach designed to assist Opportunity Youth (out-of-school, out-of-work, and/or juvenile justice youth generally aged 16-21) to achieve long-term educational, career, and personal goals, including progress towards self-sufficiency.

Notification of Intent to Apply
Prospective respondents are mandated to submit a “Notice of Intent to Apply” form (Attachment 1 within RFP) to inform PYN of their intent to submit an application. The form must be emailed to E3-RFP@pyninc.org and is due no later than 5:00 p.m. on August 22, 2016. This notification is for planning purposes to assist in securing the necessary number of reviewers.
Bidders’ Conference
A Bidders’ Conference will be held on Tuesday, August 16 at 10:00 a.m. at The Free Library (Montgomery Auditorium), located at 1901 Vine Street. Attendance is STRONGLY ENCOURAGED. Please RSVP your attendance by visiting http://www.pyninc.org/bidders-conference and completing the RSVP form. You will be required to include the number of persons attending and the name of your organization.
All questions and answered collected prior to, as well as at the Bidder’s Conference, will be posted within four business days following the Bidder’s Conference on http://www.pyninc.org/work#contract.
Who is Eligible to Submit a Proposal?
PYN is seeking proposals from non-profit organizations that can demonstrate they have the capacity to work successfully with out-of-school and court-involved youth. PYN is specifically looking for evidence of success in supporting this target population in obtaining secondary credentials and transitioning into post-secondary education, advanced training and/or employment. Additionally, applicants must be able to demonstrate they have the fiscal and administrative capacity to manage a program at the described scale.
Proposals are due Friday, September 16 by 12:00 p.m. Please note that late or incomplete applications will not be accepted.
