SNAP Participation Rates Rise, but Working Poor Still Often Left Out
The Supplemental Nutrition Assistance Program (SNAP) participation rate among eligible households was 83 percent in 2012-a 5 percent increase from 2011. But rates varied widely among states and employment statuses, according to a new report from the U.S. Department of Agriculture. Reaching Those in Need: Estimates of SNAP Participation Rates in 2012 finds that the SNAP participation rate among the “working poor”-people who are eligible for SNAP benefits and live in households with at least one person employed-was just 72 percent, significantly lower than the overall rate. Some states that ranked relatively well overall in reaching SNAP-eligible households were far less successful in reaching the working poor, according to the report. The report also finds wide differences by geography. For instance, states in the Midwest had a 91 percent participation rate compared with 71 percent in the West.
