CUA Program Director, NorthEast Treatment Centers/Community CARE

SUMMARY: NET seeks a dynamic, seasoned executive within child and family services to continue leading the first Community Umbrella Agency within the City of Philadelphia. We envision a CUA Director with strong operational, performance management, strategic planning and leadership skills. The CUA Director will continue to oversee the implementation of the CUA model within the 25th police district which includes the communities of Hunting Park, Fairhill, Feltonville, Franklinville, McGuire and parts of Kensington. The CUA Director is responsible for overseeing the day-to-day operations of the CUA; identifying and leading efforts to resolve systemic issues; collaborating with community partners and stakeholders; and motivating and supporting staff to achieve positive outcomes for children and families. Salary is negotiable and commensurate with experience.

SUMMARY OF WORK: • Manages a staff structure that includes Case Manager Directors, Case Manager Supervisors, Case Managers, Intervention Directors, Outcomes Specialists, Aftercare Workers, Case Aides, Life Skills Workers, Support Services Supervisor, Intake Coordinators and Administrative Staff; • Organizes and directs program implementation and strategic planning for the region; • Oversees case census and length of stay to ensure timely and safe closures; • Uses data to identify systemic and staff issues and to develop corrective action plans that improve performance and outcomes; • Participates in county agency and other system partner committees to support IOC implementation; • Represents the CUA in community and organizational events; • Oversees CUA budget and conducts fiscal planning and management

REQUIRED KNOWLEDGE: • Child welfare practices, laws and regulations • IOC philosophy and goals • Program management and administration

REQUIRED SKILLS AND ABILITIES • Ability to direct activities of a large, community based child and family services agency; • Ability to understand diverse community needs and ensure that our programming not only reflects the unique needs of the community but meets the needs of each individual child and parent or caregiver; • Ability to effectively communicate orally and written; • Ability to support and influence staff; • Ability to maintain positive relationships with staff, families and children and stakeholders; • Ability to understand and use data to make decisions, manage staff and improve the program; • Ability to work collaboratively; • Ability to identify issues and effectively problem solve; • Ability to build staff capacity and identify training needs;

MINIMUM QUALIFICATIONS: • Executive level experience • Master’s Degree in a Human Services or related field • A minimum of 5 years of experience working in the child welfare system or related field • A minimum of 3 years supervisory experience. • Must have a valid driver’s license. • Bi-lingual preferred but not required. • Must meet credentialing and background checks required for employment
