Report: 1 in 5 high schoolers involved with DHS
Children’s Hospital’s Policy Lab has released a report, Supporting the Needs of Students Involved with the Child Welfare and Juvenile Justice System in the School District of Philadelphia, that illustrates the magnitude of students who have been involved with the city’s Department of Human Services (DHS).
At the high school level, the report found that on average, 20% of the students have been involved with the child welfare or juvenile justice system. It also found that students who were involved with DHS are over-concentrated in certain schools, and these schools are struggling as a whole.
The researchers believe these findings are not unique to Philadelphia, and can be applicable to other large urban school districts.
