Position: Program Manager, State Education Agency K-12 Service-Learning Network Service-Learning, Civic Education and Youth Civic Engagement Programs
School and Community Services

Supervisor: Senior Program Officer for Service-Learning and Civic Education Programs

Grade: 6

Starting Salary: Within the Grade 6 salary range and commensurate with education & experience (not eligible for overtime)

Project Summary: One of the primary components of AED?s service-learning, civic education and youth civic engagement program is the leadership and management of the State Education Agency K-12 Service-Learning Network (SEANet). SEANet is a national network of representatives from state departments of education (or their designees) responsible for managing statewide Learn and Serve America K-12 School-Based programs and other statewide initiatives to promote service-learning. SEANet members provide direct assistance to local school-community partnerships that engage over 1.5 million students in hands-on service and active learning each year. SEANet members are responsible for developing statewide service-learning initiatives, building support for service-learning in their states, and providing technical support, professional development and funding for teachers, school administrators and their community partners. SEANet?s purpose is to support, strengthen and promote the capacity and leadership of its members.

Position Summary: The SEANet Program Manager?s duties include the management of:

? a national affinity organization of approximately 75 state directors, specialists and coordinators from 50 states and U.S. territories responsible for administering Learn and Serve America K-12 School-Based state-level programs and other initiatives to promote service-learning within their states.
? a seven-member executive board, three standing committees, and other ad hoc workgroups and advisory teams as necessary.
? budgets and contracts
? fund development
? in-person and virtual technical assistance activities to increase the ability and capacity of state education agencies to improve the implementation of and support systems for service-learning at the state, regional, and local levels.
? a comprehensive policy education agenda and outreach plan to increase awareness of and public policy support for service-learning among policymakers and other key stakeholders.

This position is based in Washington, DC.

Essential Job Functions:
? Manage SEANet?s day-to-day operations, ensuring the execution of its annual workplan and deliverables.
? Manage the operational logistics of the executive board as well as all standing and ad hoc committees in the areas of finance, policy and legislative affairs, and training and technical assistance.
? Prepare and maintain project budgets, contracts, and reports.
? Collaborate with AED senior program officer(s) to develop and implement a comprehensive plan for SEANet?s organizational and fund development.
? Lead efforts to prepare a field-wide strategy and materials to educate and cultivate support among policymakers at all levels.
? Liaison with the Corporation for National and Community Service, U.S. Department of Education and other federal agencies and institutions to represent the unique needs and interests of SEANet and the broader service-learning community.
? Initiate relationships and opportunities to promote service-learning among national education associations, national nonprofits, as well as opinion leaders in education, youth policy, and national service.
? Plan training and technical assistance activities to increase the knowledge, skills and capacity of SEANet?s members.
? Facilitate ongoing opportunities for inter-state exchange and collaboration among SEANet members.
? Represent SEANet and AED as needed at relevant meetings and events.

In addition, the SEANet Program Manager participates as a member of the National Service-Learning Partnership Management Team and works with other AED staff and partners to improve the quality and impact of AED?s service-learning, civic education, and youth civic engagement programs in the field.

Education: Bachelors required.

Experience: 5 year(s) of relevant experience required
Specific Knowledge Requirements:
Familiarity with service-learning required.
Knowledge and/or experience with state-level government, federal and state public policy, government and public affairs required.

Project management experience required.
Knowledge of schools, school districts, and education reform preferred.
Knowledge of coalition-building and/or managing national, multi-state, state, regional, and/or local networks preferred.
Skills:
? Outstanding interpersonal and analytic skills.
? Excellent written and spoken English.
? Ability to work independently as well as in teams.
? Ability to utilize research and evaluation in planning and development.
? Capacity to manage grants, including budgeting and financial oversight.
? Leadership capabilities, including team leadership.
? Ability to develop and manage a demanding portfolio of work under tight deadlines.
? Capacity to be an integral member of a fast-paced organizational start-up team that must meet the highest standards for originality and excellence of work.

Supervisory Responsibilities: TBD.
Equipment To Be Used:
Proficiency with business machines, including computer, scanner, printer, fax, photocopier and others. Basic proficiency in all MS Office applications, including Word, Excel, and Powerpoint.
Typical Physical Demands: Not Applicable
Working Conditions including Travel and Overtime:
Works in a typical office setting. Requires some domestic travel. This position will require some evening and weekend overtime during busy periods.
