Lifetimes at Risk: Young Offenders Between 10-12 Years of Age. Philadelphia Safe And Sound published this research brief dealing with young children who commit crimes. The study finds that the number of young children who commit crimes has remained stable over the past six years but a sizable number are committing serious crimes. It examined arrest data for children in Philadelphia under age 13 over a 6 year period and found that approximately 38% were for Part 1 Major Crimes.
