RFA releases PACER brief on Portfolio Management
School may be out for summer, but Philadelphia’s education community is in the midst of an intense dialogue concerning the future of the district – including plans for addressing a massive budget shortfall and widespread restructuring. With school districts across the Commonwealth and nation experiencing similar challenges, the debate playing out in Philadelphia has significant implications.
To inform this dialogue, Research for Action is pleased to provide its fourth Pennsylvania Clearinghouse for Education Research (PACER) brief. For two decades, RFA has studied the impact of major school reform efforts, including diverse provider models and decentralization – key components of the recently released Blueprint for Transforming Philadelphia’s Public Schools. Given the scope and scale of this plan, it is important to examine what research and the experiences of other major districts – such as Chicago, New Orleans, and New York – reveal about the challenges ahead.
Our PACER brief provides an accessible summary of available information on this type of reform, and signals important questions for policymakers, educators, families, and students. We hope this brief equips stakeholders with information to confront these questions.
