The Program Manager of the Philadelphia Department of Public Health’s (PDPH) Tobacco Policy and Control Program will lead a team responsible for developing, implementing, and evaluating interventions to prevent tobacco use initiation, promote cessation, and create smoke-free environments for Philadelphians.

For this position, we seek a dynamic leader with expertise in tobacco control and/or public health, significant management experience, and strong policy development skills. The Program Manager will supervise a staff of 7-10 people within the Department and will work with local governmental and non-governmental partners to implement and evaluate tobacco control programs funded through local, state, and federal sources. In the last several years, PDPH has become a national leader in tobacco control through its Get Healthy Philly initiative, which has:
Made  200 recreation centers, playgrounds, and pools 100% smoke-free via a Mayoral Executive Order, affecting over 3 million annual visits
Enforced the Clean Indoor Air Worker Protection Law, making workplaces, bars, and restaurants smoke-free for 1.5 million Philadelphians
Developed a local permitting requirement for the 4,000-plus tobacco retailers in Philadelphia
Decreased illegal sales of tobacco to youth by 16% through education and enforcement
Implemented a mass media initiative achieving 24 million impressions and helping increase Quitline use ten-fold
Expanded access to smoking cessation therapies for 100,000 Philadelphians by spurring reforms in public and private insurance coverage
Provided free counseling and nicotine patches to 10,000 Philadelphians, enabling one-third of them to quit for good
