The Section 3 Coordinator will assist develop and implement efforts to ensure low-income people secure employment and contracting opportunities through the projects developed by NSCA’s Real Estate Development Department. Attributes we seek include the cultural competency to work successfully in Norris Square and with a diverse set of people in a wide range of settings, a commitment to neighborhood revitalization and to NSCA’s mission and philosophy of community leadership development, and strong collaborative skills.
Qualifications:
Knowledge of purpose, scope and objectives of the Section 3 Program requirements
Knowledge of HUD, CDBG, Section 3 and/or NSP
Familiarity with contracting procedures, monitoring and assessment
Knowledge and experience in construction industry;
Ability to evaluate data and maintain records
Excellent written, oral and interpersonal communication skills
Demonstrated proficiency with computer software including Outlook, Word and Excel.
Duties and Responsibilities:
Keep a database of all new hire opportunities available and report new hire opportunities to the respective individuals and business concerns
Introduce new contractors to the NSCA Section 3 Plan and its Exhibits through face to face meetings
Assist contractors as required in preparation of Section 3 Program efforts
Ensure and manage compliance of contractors and individuals with the Section 3 Plan
Prepare and submit monthly reports and documentation to all applicable grantor organizations of all Section 3 Compliance detailing activity and status of compliance and non-compliance with policies and Section 3 Plan
Prepare and submit Section 3 Reports for HUD
Provide monthly reports of Section 3 compliance status to NSCA’s Board of Directors as stipulated in NSCA’s Policy, Real Estate Development team, funding agencies and other applicable entities.
Keep team aware of resources and training provided by grantors; attend technical workshops and sessions and provide summaries, updates and suggestions for procedural changes and new regulations
Coordinate all job related Section 3 data submitted by contractors and required by grantor
Develop a database of organizations that can train residents and help create resident owned businesses.
Ensure that certified payrolls are submitted to fiscal on a weekly basis for approval
Monitor certified payroll submissions to verify that wage rates and man hours are compliant for Section 3 Individuals and Business Concerns.
Ensure agency compliance with Equal Opportunity Policies by way of creating and maintaining demographic data of NSCA employees, Board members and respective subsidiaries.
Ensure contract compliance with respect to prevailing wage obligations.
