The Project Manager for the Rhawnhurst NORC will be responsible for project operations, direction, and further development of the program. This project is designed to serve the elderly residing in portions of Northeast Philadelphia, specifically Rhawnhurst, and areas in close proximity to it. The Rhawnhurst NORC is a joint project of Catholic Human Services (CHS) and the Jewish Federation of Greater Philadelphia (JFGP). Its purpose is to enhance the ability of the elderly to remain in their own homes as long as possible and to improve their quality of life. The project seeks to connect the elderly to services and to provide “service gap” assistance.
The Jewish Federation of Greater Philadelphia provides oversight of the Rhawnhurst NORC on behalf the two project partners.
This is a grant-funded program. Applicants should be aware that funding is currently available through August, 2012.
The project manager will also collaborate with other agencies in our community, such as the United Way (UWSEPA), the Klein Jewish Community Center and Jewish Family and Children’s Services, as appropriate.
The position’s duties will include, but not be limited to:
• Convening the Executive Advisory Board and the Community Advisory Committee;
• Building upon already existing key partnerships with community leaders, institutions and resource providers, businesses, government entities, and other non-profit providers, as well as developing new ones, for service provision and financial support;
• Participating in resource development and in the completion of grant reports;
• Maintaining an effective data base system for the coordination of service deliver to participants;
• Supervising the project outreach worker, who connects clients to services as well as provide services directly;
• Engaging in outreach for identification of prospective clients;
• Collecting and providing information supporting evaluation and outcomes measurement, as requested;
• Reviewing evaluation and outcomes to determine how best to apply to program refinement activities;
• Monitoring the budget and modifying expenditures as appropriate;
• Engaging volunteers for the project;
• Assisting elderly residents with overcoming barriers to independent living;
• Linking seniors to supportive services.
Successful candidates for this position will possess the following skills and experience:
• Strong knowledge of the social service system for the elderly;
• Ability to work with multiple agencies and understand their individual organizational priorities;
• Supervision of appropriate staff and volunteers;
• Familiarity with data base management systems;
• Experience with budget management and financial reporting;
• Proven ability to build a collaborative project;
• Proven ability to expand and refine existing projects and to design and implement new programs;
• Public relations skills for effective interactions with the press, elected officials, and other community representatives, both volunteer and appointed;
• Experience in community organization;
• Strong interpersonal skills.
The Rhawnhurst NORC is a collaborative effort that leverages the resources and expertise of Jewish Federation of Greater Philadelphia, and Catholic Human Services of the Archdiocese of Philadelphia to coordinate a comprehensive continuum of supportive services for the high concentration of Northeast Philadelphia’s seniors, many of whom are widowed women 70 years and older living on fixed incomes. The project is managed by the Center for Social Responsibility, Jewish Federation of Greater Philadelphia’s social services planning division.
The Rhawnhurst NORC provides gap-filling home maintenance services, opportunities for isolated seniors to socialize, information and referral services and home assessment, modification, and repair services to keep Northeast Philadelphia’s seniors safe, and transportation. It makes effective use of community resources, including existing social services and the use of neighborhood volunteers, to expand its reach and capacity, allowing it to respond creatively, flexibly, and quickly to seniors’ changing needs. When there are gaps in services – needs that are not being met by existing agencies (i.e. minor home repair, transportation), this project has funds to assist individuals in a timely manner.
