Job Description
JOB TITLE: Tobacco Cessation Counselor/Outreach Worker
DEPARTMENT: Health & Social Services Department
REPORTS TO: Health Services Coordinator or H&SS Department Director
JOB SCHEDULE: Hourly, Part-time (16 hours per week – flexible scheduling)

General Description:
SEAMAAC is a nonprofit organization that primarily serves Southeast Asian and West African immigrants and refugees in Philadelphia. Our mission is “to support immigrants, refugees, and their families as they seek access to opportunities which would advance the condition of their lives in the United States.” SEAMAAC’s Health & Social Services Department currently operates an array of program initiatives which focus on personal and family health and wellness. This department is meeting community needs through a number of mission focused programmatic areas. Programs for immigrant elders (age 60+) include the Elders Gathering, Elders Council, and Elder Health & Wellness Workshops. Programs for refugees include Elder Refugee Case Management and the Continuum of Care Program providing case management and community education for Burmese Refugees. Programs to address various health and social needs of immigrants include the Breast Health Awareness and Cancer Prevention program, Tobacco Cessation Counseling, Lead Safe Communities Program, a Women’s Drop-in Center, and the Immigrant Benefits Enrollment Program.

SEAMAAC’s Tobacco Cessation Counseling Program (TCCP) is a partnership with the Philadelphia Department of Public Health through a cooperative agreement with the Centers for Disease Control and Prevention (CDC) to provide Tobacco Cessation Counseling to Mandarin and Cantonese speaking adult smokers in Philadelphia. TCCP aims to provide, Mandarin and Cantonese speaking smokers who are seeking support to quit smoking, a series of bilingual 1-to-1 or group cessation counseling and Nicotine Replacement Therapy (NRT). The TCCP counselor will work with the Chinese communities in Philadelphia to recruit participants and will also provide limited case management to participants to ensure the long-term impact of counseling and Nicotine Replacement Therapy.

Skills/Qualifications
• Bachelor’s Degree preferred but not required
• Bilingual spoken/written English plus Mandarin and Cantonese (Required)
• Completed training in “Quit Smoking Comfortably” curriculum by the University of Pennsylvania (can be completed upon hire)
• Minimum one year outreach and/or case management experience preferred but not required
• Excellent oral and written communication skills; good computer skills
• Excellent presentation skills
• Ability to work independently as well as part of a team.
• Knowledgeable about the issues facing Chinese immigrant and refugee communities
• Demonstrated ability to develop and maintain effective working relationships with clients and colleagues from diverse backgrounds
• Ability to work flexible hours; may require some travel and weekend assignments.
• Criminal background, child abuse, FBI and health clearances required

Primary Responsibilities:
• Provide Tobacco Cessation counseling service to a minimum of 35 Mandarin and Cantonese speaking residents of Philadelphia County. Each client will receive a minimum or three counseling sessions
• Conduct group and/or individual cessation counseling programs, as determined by community needs, at community sites in Chinese community
• Provide up to 1 month of Nicotine Replacement Therapy (NRT) to Mandarin and Cantonese speaking individuals enrolled in SEAMAAC’s Tobacco Cessation Counseling Program, and offer instructions on the correct use of NRT products and review possible side effects.
• Organize and conduct community presentations for Chinese communities as access points for recruitment to Cessation Counseling.
• Refer non-Mandarin and non-Cantonese speaking smokers to Philadelphia-area cessation programs
• Maintain detailed records on all clients enrolled in SEAMAAC’s Tobacco Cessation Counseling Program
• Prepare monthly/quarterly report for Philadelphia Department of Public Health
• Flexible hours and may require some travel weekend assignments.
• Provide translation/interpretation as needed.
• Participate in Health & Social Services Department meetings and activities
• And such other duties as may be assigned from time to time.
