Reports to: Borough Manager
Authority: Responsible for all accounting functions through trial balance, financial grant administration, payroll, and research/preparation of grant budgets. All administrative staff will be cross-trained on a wide range of tasks and procedures customarily handled by the Police Clerk or the Borough Manager. The financial assistant will post updates to the Borough web site.
Background: Millbourne Borough is an ethnically diverse, moderate-to-low income borough in Delaware County located between Philadelphia and the western suburbs. It is bordered on the west by Philadelphia, on the north by Cobbs Creek and Fairmount Park, and on the south by Upper Darby. We face many of the same challenges as other “first suburbs:” the need to improve the housing stock and improve housing values, repair and replacement of aging infrastructure, and high local taxes. We are fortunate to suffer less crime than in neighboring communities.
Our location as a gateway to center city from the suburbs via public transportation, bicycling and walking routes is key to future business and community development. We have obtained two planning grants to aid in transportation and business development. Our ethnic diversity may also suggest directions for future growth. All Borough employee positions are part time. The Borough staff currently consists of the Borough Manager, a Police Clerk, several Parking Enforcement Officers, a Code Enforcement Officer, a Health Officer, and a Police Department consisting of 8-14 part-time officers with a Sergeant as the Officer-In-Charge.) We have recently established a part-time streets crew. The position of Financial Assistant is new.
We employ outside advisors, contractors and firms including a solicitor, an engineer, an accounting firm, a snow removal firm, auditors and police pension fund managers. There is a local volunteer fire company housed, along with police and administrative staff, in the Borough Hall. Primary elected officials consist of the Mayor, five Borough Council members and a Tax Collector.
The role of the Financial Assistant is important because s/he will be responsible for a wide range of financial management tasks that use public tax dollars. Accurate reporting and clear communication on financial matters is important.
General Responsibilities: Under the supervision of the Borough Manager the Financial Assistant will handle the internal financial functions of the Borough including payroll, preparing specialized financial reports for staff and Council use, financial administration of local, state and federal grant contracts, grant budget preparation, preparation of documents for the monthly Council meetings, bank deposits, petty cash control and varied other administrative functions as requested. Because we cross-train all administrative staff, the Financial Assistant must be willing to learn new tasks and procedures on an ongoing basis. Other tasks will be assigned from time to time as needed.
Requirements:
• Degree from a four year college or university in accounting, business, public administration or a closely related field,
• One semester each of financial and managerial accounting,
• Strong working knowledge of QuickBooks (Windows based), Microsoft Excel, Microsoft Word and PowerPoint. The applicant should be able to post information to the Borough web site.
• Strong writing and communication skills.
• Clear communications skills in English.
• Fluency in a second language is extremely helpful but not required.
• Able to be bonded.
Salary and Benefits:
• 13 hours per week and occasional evening or weekend meetings.
• Salary $14.00 to $16.00 per hour depending on experience.
• One week paid vacation first year, plus 13 paid holiday days (available if the normal work schedule falls on the holiday day).
• Hours will be determined between 8:30 am and 3:30 pm Monday through Friday, overlapping with the Borough Manager’s hours.
