The Fiscal Monitor, under the direction of the OST Monitor Supervisor, is responsible for ensuring provider agencies’ conformance to contractual, governmental, and agency mandates and standards regarding fiscal operation of out of school time (OST) programs. The Fiscal Monitor will determine contract compliance; identify problem areas in the reporting of contracted services; analyze staffing patterns, administrative operations and procedures. The Fiscal Monitor will review data submitted to PHMC via the Provider Contract, Attendance, Payment, and Performance System (PCAPS), providing technical support, as applicable regarding PCAPS data entry and program budget development.
RESPONSIBILITIES:
Provider Compliance:
– Monitor Provider progress in completing and submitting required documentation
– Review forms for completeness and accuracy, and file forms
– Verify that data in Provider Contract, Attendance, Payment and Performance System (PCAPS) matches information provided on forms
– Evaluate, and communicate to Provider, compliance issues in other areas
– Administer the non-compliance procedures
– Conduct semi-annual fiscal audits
– Enter and update contractual data in PCAPS.
Provider Budgets, Invoicing & Attendance:
– Review budgets submitted with provider proposals and make recommendations regarding next steps
– Assist providers to create final budgets based on slots/awards
– Review provider certified attendance
– Examine and approve provider invoiced costs based on approved budgets
– Review any provider budget modification requests and make recommendations regarding next steps where application/operations driven
– Ensure providers are paid within 21 days of PHMC’s receipt of a complete invoice
– Investigate inaccuracies in invoicing and resolve outstanding issues
Communications & Technical Assistance:
– Serve as conduit of fiscal and contractual information between PHMC and assigned provider agencies
– Provide PCAPS technical support to providers as needed via telephone, email or site visits in the following areas: budget preparation, compliance documentation, and PCAPS support
– Participate in group and individual provider meetings
Other duties as assigned by supervisor
SKILLS AND *EXPERIENCE:
– Experience working with budgets, invoices, and financial reports
– Knowledge of budget development, preferably as it relates to OST programming
– Strong analytical skills
– Ability to meet deadlines with a high level of accuracy
– Ability to work independently
– Ability to take initiative
– Willingness to adapt to changing work demands
– Ability to work collaboratively with team members
– Strong organizational and time management skills
– Ability to successfully manage multiple priorities
– Technologically proficient, specifically in Microsoft Excel, Word, and web-based data systems
– Excellent oral and written communication skills
– Strong interpersonal skills
– Experience providing customer service
– Ability to relate to diverse program environments and people of diverse cultures
– Knowledge of, or strong willingness to learn about administrative principles and practices as they relate to OST program operation
EDUCATION REQUIREMENT:
Bachelor’s Degree in business or related field or equivalent experience.
