Using current accepted methods and tools, the position serves to evaluate programs and service effectiveness as informed by State, County, Foundation and other funding and regulatory entities by planning, overseeing and conducting quantitative and qualitative data analysis.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
• Designs and implements in-house evaluation studies including collection and analysis of baseline and/or benchmark data..
• Develops evaluation criteria and studies.
• Develops and maintains databases for funding applications.
• Monitors collection of data; ensures data integrity; trains program staff as needed.
• Utilizes a variety of methods to collect data including telephone, mail, in-person surveys, record reviews, focus groups, key staff interviews and observational study design.
• Identifies and uses resources to facilitate data collection.
• Collects, analyze and reports program evaluation data to the Board, CEO, Division Directors, and other appropriate staff.
• Assists in formulating plans to initiate or strengthen current practice based on program evaluation data.
• Reviews strengths and weaknesses of evaluation components of program proposals. Writes program evaluation related components for RFPs, RFQs, grants and other proposals.
• Collaborates with staff regarding program evaluation.
• Provides timely analysis and reporting on program evaluation projects within established parameters.
• Monitors contract compliance with funding requirements and best practices. Oversees compliance with contract and/or funding requirements; recommends needed improvement or corrective measures as needed.
• May participate in development, monitoring, or maintenance of electronic record systems.

Master’s degree in Public Health, Sociology, Psychology, Social Work or related field with three years experience preferred or other acceptable combination of education and experience. Evaluation methods and practices experience required. Strong qualitative and quantitative data analysis skills. Proficiency in data collection and analysis. Knowledge of best practices in the area of behavioral health and human services preferred. Excellent interpersonal, written and verbal skills.
