Deputy, Multiple Pathways to Graduation
Summary

The Deputy oversees all aspects of the Office of Multiple Education Pathways to Graduation for the School District of Philadelphia (SDP).  The Deputy provides non-instructional support and develops strategic plans for all departments within SDP, including the Accelerated Education Programs, Educational Options Program (EOP), Youth Transition Funders GroupRe-engagement Centers, Student Success Centers and the Youth CouncilTwilight programs; supervises non-instructional staff and develops non-instructional programs which focus on drop-out prevention and promote increased student engagement; monitors, develops, and evaluates all programs, with support from other offices, such as the Alternative Education region related to of non-instructional activities; , and oversees the budget and plays an active role in securing additional grant funding to expand Multiple Pathways programming; serves as the liaison in associated cross-agency work with citywide agencies to build effective systems to assist more students with graduation and entering post-secondary educational institutions or the world of work; and represents the District on several citywide committees.

Essential Functions

* Oversees and directs the activities of non-instructional staff; establishes areas of responsibility for subordinates.
* Provides appropriate supervision, mentoring and professional growth and development opportunities to assigned staff; develops and implements professional growth plans that reflect the need to keep abreast of current developments, literature and technical resources related to drop-out prevention and student engagement.
* Manages and provides non-instructional oversight of accelerated programs run by all external providers.
* Coordinates and monitors program implementation in accordance with contractual agreements to ensure effective delivery of student supports.
* Creates and implements quality review assessment processes for all accelerated programs.
* Develops and implements a timetable to achieve short and long-term goals for various programs and initiatives within the Multiple Pathways to Graduation Office.
* Negotiates new contracts with external providers and revises existing contracts when necessary.
* Advocates for and coordinates expansion in number of accelerated slots seats citywide to increase the number of students served..
* Participates on the citywide committee of community providers to create wraparound support for students in the EOP.
* Develops and creates a communications plan to convey changes to Principals and Regional Superintendents about all the non-instructional aspects of the EOP.
* Monitors fiscal compliance, finalizes and approves budgets for the EOP.
* Supports and monitors operation of the District’s Re-engagement Center, ensuring students are connected with appropriate educational opportunities..
* Oversees the preparation of the application and ensures compliance with ABLE grant funding.
* Oversees the compilation and submission of ABLE  data.
* Facilitates the creation of student councils and oversees student councils required for EOP.
* Assists with the coordination of professional development for EOP Coordinators.
* Serves as a District representative on the Youth Transition Funders Group Task Force and assists in planning grant initiatives with the Department of Human Services, Department of Juvenile Justice, Family Court and other partners.
* Keeps abreast of new issues and developments in programming for targeted population served by Multiple Pathways to Graduation Office.
* Coordinates the data compilation and design of program services for the Youth Transition Funders Group with city agencies, non-profits and community-based organizations.
* E ensures that the District’s alternative programs provide the necessary wraparound services for at-risk students to be successful in meeting their educational and career goals.
* Oversees the District’s role in the Gates Foundation’s Gateway to College Program with Community College of Philadelphia.
* Supports efforts of the Project U-Turn Steering Committee by serving as an active participant and key liaison between Committee and the District to ensure availability of data and information regarding Multiple Pathways programming and opportunities.
* Serves as the District’s representative on the Youth Council’s Out-of-School Youth Committee to ensure the District is working with its partners to provide appropriate educational services for out-of-school and disconnected youth.
* Works with the Offices of Accountability and Assessment, as well as  and external evaluators, to gather and understand the data on the outcomes and effectiveness of alternative education and out-of-school youth programs.
* Creates formal evaluation reports for various federal and foundation grants.
* Monitors compliance with program requirements for contracted organizations.
* Ensures that evaluations are sufficient to show impact of services; Iimplements a comprehensive program evaluation of Accelerated Programs, ensuring that evaluations are sufficient to show impact of services..
* Increases student, parent and community awareness of educational opportunities available through the Multiple Pathways to Graduation Office.

Selection Process

Selected candidates will participate in an interview process.  Please note that not all qualified candidates may be selected for an interview.

The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
