The Senior Associate engages in policy and system building, member support, external relations, and compliance activities related to the operations of the public workforce investment system for the Philadelphia Workforce Investment Board. Specific duties will include facilitating the oversight of industry partnership, managing various projects, and monitoring. Other duties may include special projects/grant writing, fulfilling stakeholder requests for information, and contributions to communications, public relations, and other key activities. Duties require mastery of the organization’s systems, policies, practices, and procedures, as well as a working knowledge of legislative and government processes. This position reports to the Interim CEO.
Major Responsibilities: Contributes to the development and analysis of public policy, as they relate to public investments and the overall public workforce system; Assists the Interim CEO, in supporting PWIB committees – including subcommittees and work groups – related to public investments and the overall workforce development system; Prepares and delivers materials for presentations and meetings, in particular but not limited to industry partners; Handles information requests related to public investments and the overall workforce development system; Demonstrates initiative and creativity to find additional methods of adding value to the organization, especially with topics related to public investments; Assists in developing and maintaining relationships with key workforce and economic development stakeholders and implementation partners to advance the strategic priorities of the PWIB; Develops and manages contracts, work plans, and budgets for assigned projects; Provides other project management assistance, as directed by the Interim CEO; Works on projects of a recurring nature with other staff, and independently works on projects, as assigned; Oversees special projects and consultants, as assigned; Assists in implementing all PWIB monitoring and technical functions; Composes routine correspondence, reports, and presentations, as required; Local travel is required; attend state/national meetings; attend quarterly board meetings and other key activities, as requested.
Minimum Qualifications: Bachelor’s Degree required and at least five years work experience in a professional environment with a strong background in project, budget, and grant management, contract development and oversight, administration, research/analytical ability and technical competency. Experience in nonprofit program management, a plus; Proven success in leading projects from vision through to implementation; Demonstrated knowledge and experience with federal and state workforce development programs and policy as well as a thorough understanding of county, city, and community political and policy-making processes; Demonstrated success in working effectively, collaboratively, and respectfully with employers, government officials, educators, training providers, industry partners, and other key stakeholders and agencies; Strong public speaking, written, and oral communication skills as evidence by experience leading and running meetings and writing various documents such as reports, briefs, etc.; Ability to read, analyze, and interpret complex documents such as research reports, legislation, contracts, etc.; Ability to respond effectively/timely to most sensitive inquiries; Ability to gather relevant information, analyze complex information, formulate recommendations, and anticipate possible ramifications; Coordinate and manage multiple projects/tasks effectively and efficiently; Proven success in managing Request for Proposal (RFP) processes and contracts; Demonstrated excellent negotiation skills. Clarifies the interests and positions of all parties, adjusts the approach to achieve desired result; ability to build consensus; Ability to demonstrate confidence in self and others, and inspire trust and respect; Exhibits good judgment with a blend of intelligence, knowledge, and understanding of people; Demonstrates success with open, honest, and transparent communication style; High degree of self-motivation and creativity; Impeccable ethics and integrity that are required to build both internal and external credibility; Excellent organizational, prioritization, and follow-up skills; Mastery of personal computer software, including all Microsoft Office applications; Proven ability to process information and master new skills quickly.
