Project Description: Volunteer Income Tax Assistance (VITA) Project Coordinator

Reports To: DelCoAD Human Resources Committee

Purpose of Project: Provide overall coordination and support to DelCoAD. DelCoAD is a coalition of 15 community-based organizations, institutions of higher education, and financial institutions working to promote asset development in low-income communities in Delaware County. Since its inception in 2002, the coalition has concentrated primarily on providing free income tax assistance through its network of partner sites and volunteers.

Duties and Responsibilities:
 Work with DelCoAD and site manager to ensure effective volunteer recruitment and placement
 Develop complete site list information for public and internal use
 Provide input in design of all outreach materials promoting VITA sites
 Update the VITA Site Manager Quick Reference Manual
 Monitor and guide implementation of policies and procedures at sites
 Regular monitoring of all tax sites during tax season including on-site visits, trouble shooting, review of quality measures, review of policies and procedures
 Management of jointly held physical resources including lap tops, printers, and thumb drives
 Develop strong relationships with individual site managers; provide mentoring by phone and through site visits throughout the tax season, with a special emphasis on intense coverage during the first month of the season
 Plan and run DelCoAD meetings, ensure minutes are taken and distributed, and members are reminded of meeting with sufficient notice
 Serve as a liaison between sites and other DelCoAD members
 Provide data and other reports as needed
 Organize meetings of appropriate committees and work groups as needed
 Working with DelCoAD, coordinate and support overall programmatic budget (i.e. approve and arrange disbursement, track overall spending consistent with approved plan)
 Coordinate and implement asset building strategy within scope of DelCoAD goals
 Network with the larger asset development field on behalf of DelCoAD
 Help identify funding opportunities and support grant-writing initiatives particularly through research and data collection, and provide other support as requested

Qualifications:
 Bachelor’s degree
 Previous experience with VITA or computer tax preparation (candidate will need to re-certify for 2008 tax year)
 Strong basic computer skills such word processing, spreadsheets; knowledge of databases preferred
 Ability to travel locally to meetings and VITA sites as needed
 Strong communications skills, both written and oral
 Strong work ethic, good organizational skills
 Strong interpersonal skills; ability to be flexible, responsive and firm
 Commitment to the mission of DelCoAD and to working with low-income populations
 Willingness to work in hectic, ever-changing environment with good humor.

Compensation
Pay is budgeted at $25 per hour for an average of 20 hours per week; however this will fluctuate seasonally with heavy emphasis during tax season (Jan-April).
