SOUTHEAST REGIONAL KEY DIRECTOR

The Key Director is responsible for the oversight and day-to-day operations of the Southeast Regional Key.  Responsibilities include compliance with the Office of Child Development and Early Learning, Berks County Intermediate Unit, Public Health Management Corporation (PHMC), and any additional funding sources standards, regulations, policies, procedures, and requirements.  The Director ensures that deliverables are met in critical areas including: provision of high quality, varied professional development and technical assistance in the 3 county area; enrollment and movement of practitioners in the Keystone STARS system; community outreach and engagement to parents, policy makers, business leaders, and other sectors; provision of career advising, infant-toddler, early childhood mental health and childhood health consultation services in the region.

The Key Director oversees contract administration, to include grant contracts with as many as 1,400 early childhood education practitioners enrolled in the Keystone STARS program, and more than 15 contracts with local education and resource network (LEARN) groups and technical assistance and professional development providers.

The Director is responsible for budgeting and oversight of an $11 million+ annual budget; building collaborative relationships with critical partners and stakeholders; oversight of the development, coordination, evaluation, and implementation of the Key’s work; overseeing the physical condition of the program facilities, including offices and equipment the facilitation of recruiting and retaining the more than 40 employees who staff the Southeast Regional Key; contributing to the construction of a comprehensive system of early care and education.

The Key Director reports to the PHMC’s Managing Director for Management Services; both positions report jointly to OCDEL. He/she interacts with key staff, and collaborates where appropriate, so as to enhance services to early care and education providers. The position is full time, 100% FTE. The position of Key Director operates from PHMC’s main offices at 260 South Broad Street, Philadelphia, PA.
