Regional Director
The Regional Director oversees and ensures the successful implementation of Division QA/QI activities, outcome measures, Incident Management and investigations, satisfaction surveys, division safety initiatives and general supervision of program directors. The Regional Director also works in conjunctions with the Senior Finance Analysts on program/division budgets. The duties of this position require knowledge of behavioral health service, delivery industry including but not limited to children services, adult supportive housing and mobile services. A commitment to the RHD values should be demonstrated as job duties are performed.

Job Responsibilities:

• Management of programs, including supervision of directors, and resolution of conflicts
• Collaborate with Senior Financial Analyst on budget analysis and planning
• Management of Children’s Services program sector including supervision of Quality Assurance Specialists, identification and development of new program opportunities, and crisis management
• Program start up, including facility oversight, recruiting and hiring, and the development of service descriptions
• Participate in corporate-wide meetings and events
• Problem solve at all levels, including Central Office staff, directors, program staff, and program participant concerns
• Participate with provider organizations as a representative of RHD
• Carry out and report on initiatives in accordance with the Strategic Objectives
• Other responsibilities as defined or developed by the supervisor

Qualifications:

• Master’s degree in social work or a related field
• Minimum five years of administrative and supervisory experience in the social services area
• Familiarity with regulatory requirements for children’s services, and ability to collaborate with program and Central Office staff to ensure compliance
• Familiarity with administrative demands on children’s services and experience in developing systems to meet those demands, in addition to generating and discussing ideas that will lead to more effective infrastructures
• Understanding of the interface between administrative infrastructure and the delivery of clinical services
• Commitment to program participant participation and empowerment in service delivery feedback loops, and to staff participation and empowerment in program management
• Familiarity and commitment to City of Philadelphia Practice Guidelines, specifically the philosophies of recovery and resilience.
• Familiarity with how services are funded, and ability to represent RHD at meetings with government, managed care, and other funding sources
• Experience with personnel management, including a commitment to diversity in hiring, ability to motivate and teach skills and, when necessary, to provide progressive disciplinary actions, including supervision of corrective action plans and, when necessary, termination
• Ability when necessary to travel on behalf of RHD
• Ability to work in an open space environment and to maintain both receptivity and concentration

Understanding of systemic functioning, and the ability to set up systems that, rather than deal with one problem at a time, provide templates that allow for proactive and smooth functioning
