A Call for Proposals: Community Colleges and Latino Educational Opportunity

Sponsored by The Civil Rights Project at Harvard University and the Pew Hispanic Center

Latinos attend community colleges at a rate disproportionate to all other groups in the United States. Too often, however, these students are attending community colleges that provide weak academic preparation, record low levels of degree or certificate completion, and transfer few students to four-year colleges. Furthermore, there is enormous variability among community colleges with respect to the numbers and percentages of students of all backgrounds who transfer to four-year colleges or who gain employment through specific training programs. The Civil Rights Project at Harvard University and the Pew Hispanic Center are jointly commissioning research on “Community Colleges and Latino Educational Opportunity.” The commissioned studies will provide policy-relevant research on Latinos in community colleges. Paper proposals in the following areas will be considered:

1. Existing Data and Data Systems
2. The Transfer Function
3. Enrollment Influences
4. Gender Differences
5. The Immigrant Experience
6. Economics of Community Colleges
7. The Counseling Function

Proposals must be received electronically by Friday, May 2, 2003. Although there is a special focus on the particular issues and needs of the Latino community, authors are expected to include all underrepresented racial/ethnic groups in their analyses. Lead authors are expected to be available to participate in a Fall 2003 roundtable tentatively scheduled for October 2003.
