PROGRAM AND QUALITY MANAGER

OST – Strategy – Management Services

*JOB OVERVIEW:
PHMC, a large non-profit public health institute, serves as the intermediary for the City of Philadelphia Department of Human Services’ Out of School Time Project (DHS OST). As DHS OST intermediary, PHMC manages a $25.5M contract with the City and provides contract oversight, data management, and fiscal oversight.  The DHS OST project supports approximately 20,000 youth in grades K-12 through over 200 afterschool and summer programs throughout the city of Philadelphia. The project aims to provide quality out of school time programming to improve life skills, increase academic engagement, and prepare youth for higher education and employment.

The Program and Quality Manager (PQM) of the Out of School Time Project is responsible for the day-to-day management of the quality improvement and professional development functions of the project to include 1) implementing a comprehensive technical assistance and coaching approach that moves providers along a continuum of program quality; 2) supporting and supervising Program Specialists (PS) as they provide technical assistance and coaching to their assigned OST programs 3) supporting and advancing the use of Project Based Learning (PBL) and other methodologies around structured  activities in OST programs; and 4) designing, implementing and building a system of professional development activities for OST providers.

The PQM is part of the OST project leadership team and works under the supervision of the Senior Director of Community Based Services to ensure that the OST programs receive program quality improvement that will lead to the youth outcomes defined by DHS.  The PQM will also work closely with other project team members toward seamless integration of all project functions.  The PQM supervises seven (7) Program Specialists who have direct responsibility for OST program support (via a caseload model).  The PQM also supervises the Professional Development/21st CCLC Coordinator (PD/21C Coordinator) who will coordinate and deliver professional development to the OST provider community, as well as coordinate PHMC’s 21st Century Community Learning Centers grant.

*RESPONSIBILITIES:

Continuous Quality Improvement
•    Work with team of seven Program Specialists (PS) to manage effectively the OST provider continuous quality improvement (CQI) cycle, including the provider self-assessment, associated data collection and analysis, Program Specialists’ development of quality improvement plans, Program Specialists’ coaching and quality advising around quality improvement plans, and Program Specialist site visit assessments
•    Monitor team deliverables and report on progress; collaborate with DHS team regarding CQI progress and modify the process as needed to ensure that team deliverables are met
•    Work with Fiscal Supervisor and the Compliance team to obtain data related to program performance; use this data to steer coaching and quality advising work

Professional Development
•    Work with the Professional Development/21st CCLC Coordinator (PD/21C Coordinator)  to implement professional development (PD) activities that support OST providers in realizing the DHS youth outcomes
•    Oversee PD activities
•    Determine PD agenda and final list of PD offerings per quarter
•    Work with PD/21C Coordinator to deliver PD that responds to trends and challenges noted in PD data analysis and in data collected as part of the CQI cycle
•    Support PS in designing and implementing trainings that respond to provider and system needs
•    Ensure consistent PD delivery/branding

Supervision
•    Supervise team of seven (7) Program Specialists and the Professional Development/21st Century Community Learning Centers Coordinator
•    Create annual performance plans, conduct performance reviews, and monitor timekeeping, schedules, and work plans
•    Ensure consistent messaging internally and externally by team members regarding DHS outcomes and the importance of high quality OST programming in realizing these outcomes
•    Provide ongoing support and training to team members

Other
•    Establish and maintain cooperative relationships with community organizations, city agencies, and other stakeholders related to OST locally, regionally, and nationally
•    Serve on local and regional committees and work groups related to OST
•    Present OST system findings and best practices at local and national conferences to increase OST visibility
•    Support resource development processes including identification of potential funding sources and grant writing
•    Prepare reports to various audiences (internal, board, DHS) on project progress
•    Support the Senior Director in overall project planning activities to include budget development
•    Coordinate and support the implementation of special projects related to the OST project
•    Perform any other agency-related duties or special projects as directed by supervisor.

*SKILLS:
•    Knowledge of the principles, practices, methods, techniques, literature and current developments in OST
•    Ability to work collaboratively with team members, providers, and stakeholders
•    Superior oral and written communication skills
•    Strong analytical, organizational, and time management skills
•    Ability to work independently
•    Ability to be flexible
•    Technologically proficient, specifically in Microsoft Word, Power Point, Outlook, a/v equipment, and Internet

*EXPERIENCE:
•    At least five years experience in supervising full-time staff
•    At least three years experience managing OST programs
•    Experience working with publicly funded programs or within a large bureaucratic structure a plus
•    Experience with CQI processes a plus

*EDUCATION REQUIREMENT:
•    Bachelor’s degree, preferably in social work, education, public policy or administration, or related field (Masters Preferred)

SALARY: GRADE 20
