Policy Brief: School Violence
In December 2009 the Pennsylvania Department of Education reported disappointing news about violence in the state’s schools. While Pennsylvania school districts had improved their students’ academic performance during the previous five years, they had made virtually no progress reducing school violence. That finding led the chair of the Pennsylvania State Board of Education to call for better monitoring based on a set of standardized requirements for “school climate” to be promulgated in Harrisburg for all districts in the state. The annual reports on violent incidents on school grounds that all districts produce have been criticized as uneven. Districts may use different criteria to define incidents, resulting in under- or over-reporting of certain types of misconduct. Moreover, the changes reported from year to year may sometimes result from changes in the way the data are collected instead of changes in actual misconduct.
