JOB DESCRIPTION:

This position reports to the Chief Planner of the task force and is responsible for development and maintenance of plans, policies and procedures for the Southeastern Pennsylvania Regional Task (SEPA RTF) and for coordinating with and acting as staff support for the Public Safety & Security Workgroup. Coordination is required with the counties in the SEPA RTF, other planners, and the Pennsylvania Emergency Management Agency (PEMA). She or he will be self-motivated, able to work independently, and manage multiple assignments. The ability to conduct technical analyses, draft reports, make oral presentations and work with elected and appointed officials on local and regional planning matters is critical.

The task force is an annual sub-grantee of federal Homeland Security Grant Program funds and employs 14 full-time staff and two part-time staff.

RESPONSIBILITIES:

The Planner-Project Officer is responsible for a range of preparedness resource planning, acquisition and deployment activities including, but not limited to, the following:
Coordinating with and acting as staff support for the Public Safety & Security Workgroup.
Drafting agendas, minutes, presentations and administrative documents (e.g. Requests for Proposal, bid reviews, score sheets) for the review of the workgroup and subcommittee chairs.
Understanding, tracking, supporting, advising on all workgroup and subcommittee projects from inception to execution.
Crafting plans, plan changes, and plan revisions as needed.
Crafting policies and procedures as needed.
Developing, maintaining, and reviewing electronic databases as needed.
Coordinating regional planning activities with the workgroups, counties, PEMA, and other entities as appropriate.
Assisting in the development of the draft Regional Strategy.
Providing input for regional grant requests.
Providing input for other required reports and documents.
Coordinating and cooperating with training and exercise development and execution.
Participating in training for regional activities.
Coordinating with appropriate outside agencies.
Maintaining supplies (publications, visual aids, communications equipment and forms) useful for the task force or the appropriate workgroups.
Attending training/classes/conferences/meetings as necessary.
Participating in and facilitating the activities of the SEPA RTF.
Identifying and prioritizing planning needs.
Developing strategies for logistical support.
Developing staging and point of distribution operational models as needed.
Developing partnerships and agreements with government and community organizations delineating roles, responsibilities and procedures
Performing other duties as assigned.

SKILLS:

An understanding of Commonwealth government and appropriate laws and authorities governing Municipal, County, State and Federal public safety and law enforcement activity and needs.
Strong interpersonal skills.

Ability to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
Valid driver’s license.

EXPERIENCE:

Minimum of five years’ related experience and/or training.
Experience in Law Enforcement or the Military is a plus, as is a strong understanding of information/intelligence fusion

EDUCATION REQUIREMENT:
A Bachelor’s Degree from an accredited college or university in law enforcement, public safety, security, emergency management, planning, communications or a related field, or an equivalent level of knowledge and experience
