Job Summary

Provides technical support and assists in the operation of the District’s television and media channels, media production and all underlying technology. Assists in all aspects of media production for the District including, but not limited to, franchise television broadcasting (PSTV), production studios, live Internet streams and social media platforms. Performs information technology work dedicated to the engineering, monitoring, and support of media production. Assists with the implementation of student-focused instructional programs, field-based support and programming.

Essential Functions

  • Assists in media production and facility operations for the purpose of preparing District-wide educational and informational programming.
  • Provides a wide range of training and mentoring for students, teachers and staff in media production and related services.
  • Oversees the activities and performance of other media production team members including Technical Support Specialists and Technical Support Engineers.
  • Assists with all aspects of school-based media production and arts programs including but not limited to remote equipment/software setup and maintenance, production and training.
  • Assists in the scheduling of educational and broadcast programming.
  • Performs technical work in the operation and control of District media technology systems; develops creative methods and procedures to solve technology problems encountered and to enhance the media products created.
  • Sets up and operates a wide variety of media equipment, including but not limited to cameras, monitors, receivers, sync generators, and special effects generators related to the content production and distribution.
  • Troubleshoots production and media distribution problems.
  • Monitors media system distribution and utilization; monitors servers for normal operations; account administration, performs reset procedures, performs back-ups.
  • Prepares user manuals and materials; prepares and maintain documentation and inventory of all of the District’s media production systems and equipment.
  • Assists with audio and video production of official District meetings and other District events at various locations, inside and outside of normal operating hours, including evenings and weekends as needed.
  • Transports and sets up lighting, microphones and other audio/video production equipment as needed.
  • Provides customer service and support at all levels of the organization.
  • Maintains 24-hour per day, 7-day per week availability via mobile telephone or paging device(s) for response to emergency or related operational issues.
  • Performs various related duties as needed.

Knowledge, Skills and Abilities

Demonstrated knowledge of:

o video/film/media production including production planning, post production, and studio environments.

o the fundamentals, maintenance and troubleshooting of media production, television distribution and studio equipment/software.

o technical aspects of video editing including digitizing footage, media management, quality control, and basic troubleshooting of editing equipment and software.

o technical aspects of video compression software, techniques and CODEC’s.

o industry-standard media production software such as Apple Final Cut Pro, Adobe Premiere, Adobe After Effects, and Adobe Photoshop.

o Internet and network-based media distribution, streaming, on-demand services, web-based content management, and social media platforms.

Demonstrated ability to:

o develop and conduct training on media production concepts to people with a non-technical background and building working relationships with students and staff.

o work with and manage students including in classroom-led settings.

o concurrently work on several large-scale and/or complex projects and activities.

o work in self-directed and collaborative team environments.

o present ideas effectively, both orally and in writing.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in the area communications, media production, television/radio/broadcast arts or related area of study.

AND

  • Three years of full-time, paid professional experience in media production, television broadcast production or television/radio studio operations.

OR

  • High school diploma or equivalent.

AND

  • Seven years of full-time, paid, professional experience with emphasis on media production, television broadcast production or television/radio studio operations.

OR

  • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent.

Certificates/Licenses

Possession of a valid proper class motor vehicle operator’s license prior to appointment and during tenure of employment.

Additional Requirements

  • Must have access to a mode of transportation for performing work-related duties at various locations within Philadelphia.
  • Candidate must have the ability to push, pull and lift equipment and materials weighing up to 40 lbs.
  • Candidate must be willing to work outside of normal operating hours, including weekends.
